Land/GIS Surveyor

The Land Surveyor shall:

  • Measuring the ground as required by the Client or Project Manager, including aspects such as small and large-scale distances, angles and elevations.
  • Topographical Surveys: gathering data on the earth's physical and man-made features through surveys.
  • Topographic survey and calculations of cut & fill, Volume of Stockpiles using AutoCAD & NRG Surveying Software.
  • Processing data and the production of digital mapping from the Processed Surveys.
  • Making use of geographical information systems (GIS) to analyse and interpret site features.
  • Producing detailed information (subsequently analysed by planners, builders and cartographers).
  • Interpreting data using maps, charts and plans.
  • Utilizing data from a range of sources, such as aerial photography, satellite surveys and laser Scanners.
  • Computer-aided design (CAD) and other IT software to interpret data and present information.
  • Using a range of equipment to produce surveys, including GPS and conventional methods.
  • Provide technical survey expertise to enable accurate activities, quantification of onsite lay outs.
  • Established & maintain the primary traverse, 1st and 2nd stage control networks that are used in setting out.
  • Computing the correct coordinates of the traverse using known techniques.
  • Setting out / stake out of all the coordinates project boundary & property lines alignments and elevations for roads, swales, ditches and manholes, design elevations, structure position, drains, centre line and offset reference using Total Stations, GPS & Scanners.
  • Set, check line and grade of vertical structures using laser of electronic total stations.
  • Hydrographic surveys of riverbeds to create a 3D model for dredge design & volume analysis.
  • Deformation monitoring, including the movement of structures, highways and railway infrastructure.
  • As built surveys.
  • Weekly / monthly earthworks volume surveys & volume reports for sub-contractor payment assessment.
  • Checking the location or coordinates of all construction drawings and master plan before work starts and calculate coordinates and elevations to be set out.
  • Prepare accomplishment report of the as built surveys for submission to the QC department.
  • Coordinate with the Site Engineers for the priority of the project regarding implementation, changes of plans or deviations, unusual activities or non-conformances rectification work and coordinate with the consultant for Inspection & Approval.
  • Monitoring, inspection, documentation and ensure quality of work is maintained in the implementation of work as detailed on the drawings, plans and specifications.
  • Supervision and monitoring of the survey teams to consolidate survey works. Use as built interferences and prepare reports for submission to the engineering department for revision of drawings.
  • Retention of all records of the works in digital & hard format in preparation for the as built drawings.

As a quantity surveyor, you'll seek to minimise the cost and risk of a construction project and enhance value for money, while still achieving the required legal standards and quality. This includes ensuring statutory building regulations are met.

You'll prepare estimates and costs of the work and when the project is in progress, you'll keep track of any variations to the contract that may affect costs and create reports to show profitability.

  • assist in establishing a client's requirements and undertake feasibility studies to ensure their proposals will work
  • prepare and analyse project costings for tenders, such as materials, quantities, labour and time

The OSBL Superintendent will be responsible for OSBL construction coordination and execution of the Project.
The OSBL Superintendent will coordinate the OSBL coordinators and supervise the Contractors' daily work include planning, organizing, directing and controlling methods of construction, manpower levels, material quantities, equipment, work schedule and documentations.

Primary Functions:

  • Responsible for Safety guidance and enforcement of site rules and regulations. 25%

Required Experience/Certifications:

Reporting to the SCM Manager, the primary purpose of the incumbent in this position is to provide life cycle management of Projects Contracts from creation, revision and maintenance to close-out. He/she will execute Contracting strategies and plans in alignment with key business objectives.
Primary Functions:

Execute Supply Chain best practices for Contract Administration activities, ensuring these practices are in accordance with HOIMS, Supply Chain Policies, and all relevant Contracting Strategies and Contract Execution Plans in support of PDE Gate reviews and Project execution.

  • Provide oversight of Construction Contractors and Service Providers in managing Project Contracting activities (per division of responsibilities between client and E&P). 20%
  • Execute Pre-Award activities for main project services (Engineering, Fabrication, major Construction Work Packages): Develop EOI and evaluation criteria; Coordinate the evaluation of EOI, Bidders prequalification and shortlisting; Coordinate the development of Bid Evaluation Criteria and Plan (BECP) with PMT & CMT; Develop the appropriate commercial compensation structure for the SOW and conform the RFP; Issue the RFP and Manage the Bid process (as Single / Focal Point of Communications with Bidders); Coordinate the evaluation process per BECP; Develop and Prepare negotiation plans and Conduct negotiations, Prepare award recommendations and Route for appropriate financial and commit authority approvals, Issue Awards and Kick-off (with PMT/CMT); Conform the contracts and Route for execution by authorized personnel; Prepare Contracts Briefs (Terms of Reference) 10%
  • Execute Post Award Contracts Management (for contracts assigned to the incumbent) and support the management of Contractors Relationships: Compile data to assist in periodic reviews of Contractors' performance (Performance Scorecards/Metrics) against established KPIs; Support management of Contractors NCRs in accordance with the NCR process; Manage and Report on approved contract values (e.g. up-to-date Current Contract Value, Forecast Contract Value Vs. Approved Contract Value) and spend against Approved Contract Value (to ensure governance i.e. prepare amend decisions for proper approvals before committing additional spend). Manage the upkeep of Contracts Change Logs, Issues and Disputes Management Register (IDMR), disputes and claims mitigation plans; Route Change Orders, and Amendments for approval per process and signing authority guidelines. Work with Contractors to resolve day-to-day issues and expedite resolution. 50%

Mechanical Static Equipment Lead

The Mechanical Static Equipment Lead reports directly to the Project Engineering Lead providing technical oversight of the project design and deliverables.
The Static Equipment Lead must provide leadership identifying design, schedule, cost, quality, and reliability risks and pro-actively work with other staff to quantify or qualify the risks so that timely decisions can be made for the benefit of the project. This also entails providing detailed technical information on all aspects of rotating equipment at the request of other project disciplines.
Responsible for ensuring the mechanical equipment:

  • Can achieve performance, cost, schedule and reliability goals as detailed in the Project Development Phase and project charter.
  • Is designed consistent with Superior Rebuild project specifications and industry best practices
  • Meets regulatory and environment regulations
  • Adheres to all corporate and industry safety standards
  • Does not require extra-ordinary effort to install or commission

  • To provide necessary mechanical field engineering support during construction. 45%

Required Experience/Certifications:

  • Undergraduate Degree in Mechanical Engineering
  • Professional Engineer; registered or eligible for registration (Canada or USA)
  • Eligible to travel and work in the USA
  • Experience working on at least one oil and gas project as an Owner or Owner's representative at all post DBM phases of a project (FEED, Detailed design, Construction, Commissioning and Start-up).
  • 10 years' experience with API and ASME static equipment like heat exchangers, columns, pressure vessel, storage tanks and packaged auxiliary equipment.
  • 10 years' experience in Crude, Vacuum, FCCU and/or HF Alky process plants as a mechanical static equipment engineer. Preference is for actual experience in operating units as a maintenance engineer or operating engineer.
  • At least 10 years' experience with the contents of API standards, ASME/ANSI standards, HEI.
  • Familiar with identifying mechanical static equipment inspection and testing plan
  • Minimum of 15 years related Oil and Gas Industry experience
  • At least 10 years' experience reviewing or creating project deliverables such as technical bid evaluations, technical deviations, materials of construction selections, and project decision records.
  • At least 10 years' experience resolving rotating equipment issues using formalized root-cause procedures.
  • Prior experience in development and operation of downstream projects such as heavy oil


upgrading and refining.

  • Experience in presenting to executive audiences and EPC contractors
  • Excellent organizational leadership, interpersonal and technical skills
  • Driver's License is required for business travel
  • High level of familiarity with the contents of the API static equipment standards
  • Experience with heat exchangers, pressure vessel, storage tanks design software

Required Experience/Certifications:

  • Undergraduate Degree in Mechanical Engineering
  • Professional Engineer; registered or eligible for registration (Canada or USA)
  • Eligible to travel and work in the USA
  • Experience working on at least one oil and gas project as an Owner or Owner's representative at all post DBM phases of a project (FEED, Detailed design, Construction, Commissioning and Start-up).
  • 10 years' experience with API and ASME static equipment like heat exchangers, columns, pressure vessel, storage tanks and packaged auxiliary equipment.
  • 10 years' experience in Crude, Vacuum, FCCU and/or HF Alky process plants as a mechanical static equipment engineer. Preference is for actual experience in operating units as a maintenance engineer or operating engineer.
  • At least 10 years' experience with the contents of API standards, ASME/ANSI standards, HEI.
  • Familiar with identifying mechanical static equipment inspection and testing plan
  • Minimum of 15 years related Oil and Gas Industry experience
  • At least 10 years' experience reviewing or creating project deliverables such as technical bid evaluations, technical deviations, materials of construction selections, and project decision records.
  • At least 10 years' experience resolving rotating equipment issues using formalized root-cause procedures.
  • Prior experience in development and operation of downstream projects such as heavy oil


upgrading and refining.

  • Experience in presenting to executive audiences and EPC contractors
  • Excellent organizational leadership, interpersonal and technical skills
  • Driver's License is required for business travel
  • High level of familiarity with the contents of the API static equipment standards
  • Experience with heat exchangers, pressure vessel, storage tanks design software



Desirable Experience/Certifications:

  • Post-Secondary Qualification in Engineering/Technology or equivalent
  • Advanced Degree in Mechanical Engineering
  • Project Management Certification
  • American Petroleum Institute Technical Committee
