Piping Construction Engineer

Role Synopsis

We are recruiting a piping construction engineer to work on a jack-up rig in the Caspian. The Project is a new Integrated Production, Drilling, Utilities and Quarters Offshore platform. This will report to the lead piping construction engineer, ultimately reporting to the construction manager.

Key Accountabilities

The ACE Piping Construction Engineer will be responsible for delivery of piping construction/installation across the ACE Topsides, with specific emphasis as follows;

Demonstrate excellent personal HSSE leadership and HSE behaviours. Lead, by example, with regards to company's HSE policy.

Fulfil the role of ACE focal-point for piping construction/installation delivery, across designated areas of the platform-build.

Actively participate in construction-related decisions; collaborate with ACE Lead Piping Construction Engineer to provide a discipline perspective to schedules, design deliverables, materials purchases, degree of shop fabrication, material delivery configuration and sequence, as well as development of any required subcontracts.

Interface with Design and Fabrication Contractors to ensure piping constructability input is being actively considered and implemented.

Develop and maintain all required project documentation for ACE Build-It-Tight and Build-It-Clean programs, including all associated construction preservation procedures and piping installation assurance document.

Provide all necessary piping technical input to ACE Construction Execution Plan, Mechanical Completion Plan, Construction Work Package Plan (CWPP) and Construction Site Surveillance Plan.

Support the development and implementation of project modernisation and transformation solutions across the project construction discipline.

During the Execute phase, provide oversight of all piping construction activities, from start through final acceptance including Mechanical Completion Handover processes.

Anticipate and identify adverse trends/events throughout the piping fabrication and construction cycle and work with the relevant parties to avoid them or achieve timely resolution.

Review Hydrotest packs and attend line walks to insure all requirements within test packs including weld log has been met test criteria.

Participate in piping system completion try-party walk downs and generate punch list.

Essential Education

Educated to Degree Level

Essential Experience and Job Requirements

A high-level of communication and interpersonal skills.

Significant experience (5 years) of leading piping construction, including knowledge of associated codes and practices.

Experience of effectively interfacing and working together with Design / Construction Contractors and Operations entities.

Experience with HSSE issues related to on-site construction activities.

Deep understanding of construction methods and the latest international standards that assure integrity of build and construction quality.

Desirable Criteria

Previous experience in similar role would be a distinct advantage.

Knowledge of the Azeri and/or Russian languages would be a distinct advantage.

Lead Piping Construction Engineer

Our client is looking for a lead piping construction engineer to work on an offshore platform to be installed in the Caspian Sea, Azerbaijan.

The role will be located at the selected fabrication facility in Baku (Azerbaijan), and will report to the Construction Lead.

Key Accountabilities

The Lead Piping Construction Engineer will be responsible for the overall delivery of piping construction across Topsides facilities, with specific emphasis as follows;

Demonstrate excellent personal HSSE leadership and HSE behaviours.
Lead, by example, with regards to company's HSE policy.
Perform the role of focal-point for piping construction delivery, providing ongoing technical oversight and input to fabricator, from start through final acceptance including Mechanical Completion Handover processes.
Provide technical assurance and oversight of both shop and field-based piping fabrication activities, including testing, ensuring compliance all required piping codes and standards.
Ensure all required processes for project Build-It-Tight and Build-It-Clean programs, including all associated construction preservation procedures, are fully implemented by Fabricator.
Interface with Design and Fabrication Contractors to ensure piping constructability input is being actively considered and implemented.
Provide a piping discipline perspective to construction schedules, design deliverables, materials purchases, degree of shop fabrication, material delivery configuration and sequence, as well as development of any required subcontracts.
Anticipate and identify adverse trends/events throughout the piping fabrication and construction cycle and work with the relevant parties to avoid them or achieve timely resolution.

Extensive experience of effectively interfacing and working together with Design / Construction Contractors and Operations entities.
Experience in identification and resolution of HSSE issues related to on-site construction activities.
Deep understanding of Construction Defined Practice for both Greenfield and Brownfield projects and the latest international standards that assure integrity of build and construction quality.

Desirable Criteria

Previous experience in similar role is highly desired.
Knowledge of the Azeri or Russian languages would be a distinct advantage.

Petroplan are seeking an experienced HSE Specialist to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will initially be based in Houston but require to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019


Job Overview:
Under general supervision, the HSE Specialist solves complex problems requiring detailed knowledge of field and industry best practices. He/She uses experience and problem solving skills to develop and improve processes. May provide guidance to less experienced team members.
Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate safety engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with safety requirements. Provides technical assistance to other safety professionals assigned to projects and other project functions.


Duties / Responsibilities:

  • Implements health, safety and environmental policies, procedures and guidelines for the employee and department/site safety.
  • Creates incident reports and performs inspections to ensure conformity in all areas of HSE.
  • Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes and regulations.
  • Determines prerequisite for and organizes audits of company operated properties.
  • Keeps informed of regulatory requirements and auditing standards.
  • Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics.
  • Implements and conducts project safety orientation to employees on site
  • Performs daily safety audits


Skills / Experience:

  • Undergraduate degree in related field, to include Construction Management and/or HSE, preferred
  • Minimum 5 years field safety experience
  • Knowledge of safety procedures, engineering systems, principles, and methodologies.
  • Knowledge of national and international safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.

Job Overview:
The Construction Manager is responsible for the management and direction of the construction activities of the project, establishing and managing the Owner's construction organization and provide direction to Contractors used for the FEED and Construction phases of the project


Duties / Responsibilities:

  • Establishment of an Owner's construction organization to ensure EPC Contractors meets the Clients project and Responsible Care requirements.
  • Participate in the development of the Project scope, and conceptual design for the Project in conjunction with other Project Management Team members. Insure effective implementation of a Constructability review process
  • Participate in the bidding process and the selection of all Contractors and Sub-Contractors required for the completion of the construction aspects of the Project.
  • Manage all aspects of Construction Management within the Project, including Responsible Care & Quality, staffing, budgets, schedules, changes to scope of supply, pre-commissioning, and turnover to commissioning & start up.
  • Review and approve all site construction project specifications and technical standards. Ensuring fulfillment of the approved policies, procedures and standards that will regulate the construction activities of the Project.
  • Work closely with the EPC Construction Management Team on all necessary construction details, procedures, schedules, and resources as needed.
  • Develop and maintain strong relationships with the major EPC contractor and Engineering Consultants.


Skills / Experience:

  • Minimum 15 years within the Petrochemical or related Industry.
  • Must have construction management experience, as well as management experience within operating plants.
  • A strong technical background in plant operations is preferred.
  • A strong understanding of the Responsible Care and Quality concepts.
  • Excellent computer skills.
  • Experience in Contract Administration and budgeting controls.
  • Effective verbal and written communication skills.
  • In depth knowledge of standards and procedures and industry best practice.
  • Flexible to operate in both EPC and Owner's side.

Road Asset Manager

Petroplan have partnered up with one of the leading Construction and Facilities Management companies in Oman on a major construction project that covers a huge span of interior roads in Oman.

The selected candidates will be responsible for all aspects of Road Asset Management, asset inventory data and conditional assessments. Development of maintenance strategies and procedures. To coordinate and manage all routine inspections, data collection, generate future maintenance interventions and renewal schemes.

  • To develop cyclic maintenance plans and support the Operations team in the routine maintenance and reporting of defects and asset condition
  • To ensure that network inspections are completed on a timely manner and in accordance with the contract
  • To promote a safe and compliant network in alignment with the client's strategic aims and visions
  • To collate data in respect to network defects and identify the need for Maintenance, Renewal or Improvement schemes
  • To identify any potential strategic risks, on and off the network to the client

  • Responsible for Baseline Survey and asset inventory data
