The Team Lead Drilling HSE supports company's efforts, in relation to HSEQ Department goals, to develop, prepare, maintain and deliver "fit for purpose" ISND and Contractor HSE compliance programs. The candidate will provide professional HSE guidance in areas of training, policy & procedure development, audits, risk assessments and ISND HSEQMS and contractor HSE programs

Principal Accountabilities

  • Office based position supported by field visits, interacting with all company departments
  • Main customer is Drilling Department; supporting drilling operations in the field, and may including travel to contractors / dry dock / marine mobilization sites.
  • Consolidate and review office safety concerns; manages and addresses those concerns
  • Subject Matter Expert responsible for activities to ensure compliance with HSE requirements, Hydrogen Sulphide Protection Program and drilling operations to HSE Standards.
  • Role in reviewing procedures, standards, policies & guidelines developed by other ISND Departments
  • Assists in Workplace Industrial Hygiene program
  • Participate in risk assessments
  • Lead presentations in ISND SEHRE and stand-down for safety program
  • Assist with implementation of ISND HES Self-assessment Program and perform contractor audits
  • Establishes HSE system training programs; leads in-house HSE-related courses, and coordinates courses by third party instructors as requested
  • Provide HSE orientation to contractors
  • Coordinate, manage and implement behavior-based safety observation program
  • Implement contractor HSE program via pre-bid, contract evaluation, startup meetings and ongoing assessments
  • Prepare reports and present to ISND Management and external stakeholders, as necessary
  • Conduct incident investigations and root cause analysis
  • Provide emergency response support regularly as Duty Response Officer
  • Provide emergency response support as needed



Knowledge, Skills & Experience

  • Bachelor degree in Engineering, Science or Safety
  • Post Graduate Degree in Safety and / or Health / Hygiene is a Plus
  • Broad knowledge of HSE laws & regulations
  • Broad knowledge of |HSE risks within offshore Oil and Gas
  • Excellent written and spoken English
  • Excellent presentation skills with multi-discipline background
  • Ability to multi-task and work independently
  • Excellent interpersonal and communication skills
  • Strong computer skills.
  • 10 years of total experience in offshore drilling HSE
  • 5 years in supervisory level


Salary up to £8,600 GBP / $10,800 USD per month

Job Description

  • Offshore based
  • Assisting the Drilling Management in the development and delivery of best in class Drilling Safety Management Processes
  • Ensure the timely identification of HSE hazards, evaluation of risks for all activities and development of effective tools to manage and reduce these risks to ALARP
  • Lead ISND and contractor teams to deliver an exemplary safety performance
  • Demonstrate excellent safety leadership and behaviours, ensuring that the company safety expectations are communicated and maintained
  • Foster a safe culture by being informed, mindful, learning, fair and respectful
  • Align personal objectives for all direct reports with business unit objectives and HSE plan
  • Be aware of all platform major Safety risks (SCRA's) and ongoing operational risks (ORA's) and countersign any associated with safety impact.
  • Investigate incidents and implement learnings throughout the operations team
  • Carry out safety auditing as per audit matrix and coach team members in behavioural safety (What If)
  • Engage team in SEHRE meetings and follow up outstanding actions in a timely manner
  • Report all accidents / near misses to OIS and Investigate incidents and implement learnings effectively
  • Participate in accident / incident investigations as requested by OIS.
  • Attend HES and technical training as deemed necessary by the company.
  • Providing input to leading and lagging drilling safety performance measures
  • Providing input to the collection of Lessons Learned for the Drilling activities
  • Leading and participating in Drilling Safety Audits & Reviews
  • Providing Drilling Safety input to HSE Management Reviews
  • Liaising with Contractors Safety Advisor, OIM, Drilling Supervisor to increase HSE standards, procedures and awareness
  • Conduct training sessions and drills to maintain and increase staff competency



Knowledge & Requirements

  • A Diploma/degree/certificate in Health & Safety or demonstrated industry relevant experience
  • Min 10 years' experience in HES for drilling/workover within the oil and gas industry

  • Perform design of new products and modification on existing products and prepare layout drawings to conform products operational suitability to the applicable industry standards and customers' requirement
  • Select material efficiently to achieve performance and cost objectives

  • Create Bill of Materials, component drawings, assembly drawings, and assembly procedures for the products according to engineering standard format and policy

VTS Supervisor

VTS Supervisor
Direct and supervises VTS Operations during an allocated watch period in order to ensure safe and effective vessel traffic management within the assigned VTS Area, by adhering to the VTS Main roles of giving vessels expert advice, information and instruction as per International Association of marine aids to navigation and lighthouse authorieties (IALA) guidelines and port regulations, often through processes that may be complex and require quick solutions while under pressure.

Qualifications, knowledge, skills and experience
Class 2 Mariner Foreign Going STCW 2010 11/2 certificate of competency OR class 3 deck officer Foreign Going STCW 2010 11/1 certificate of competency with 10 year VTS operator experience in similar Port layout.
Should hold Global Marine Distress and Safety System (GMDSS) Certificate and automatic Radar Plotting aids (ARPA) or Radar Observer certificate.
IALA V-103/2 VTS Supervisor certificate.
Completion of level VI English proficiency course.
Fluency in written and spoken English.
Good communication skills and telephone etiquette.
Computer literacy and MS OFFICE.
Knowledge of international regulations for the prevention of collision at sea.
Knowledge of the legal liabilities of a VTS Centre.
Detailed and updated knowledge of operational rules and procedures for a VTS.

Provide marine pilotage to all types of vessels calling at Clients operated ports. Marine pilotage includes approaches channels navigation, harbour movements and offshore single point mooring (SPM).

Experience and skills
A minimum of 10 years of sea going experience as officer of the watch with at least 5 years experience on large size vessel (CLCC, capsize) as Chief Officer or Master of 5 years Sea going experience on large size (VLCC, capsize) as Chief Officer or Master and 5 years as Pilot on all types of vessel. Detail knowledge of International, state and local regulations pertaining to Port Operations, logistics and fully familiar with International maritime conventions such as SOLAS, MARPOL, STCW etc. Detail knowledge of the management of large skills port cargo operations including port rules, regulations, policies and procedures pertaining to operations and activities. Extensive knowledge of the occupational hazards and safety precautions of work in a port operations area.

Purpose
Accountable for the development and establishment of Emergency Response best practices across the industrial cities directorate ensuring continuous improvement in the deployment of resources and their response to accidents. Leads the Emergency operations Group during all major emergency incidents in the industrial cities making strategic decisions on behalf of the Director of the industrial Cities to mitigate the effects of the incident on the population, multi-national companies and national economy.

Experience

  • Ideally have more than 15 years experience in an Emergency Response related profession with emergency planning experience for the oil and gas or chemical industry.
  • Must be an effective communicator with over 10 years of experience producing and delivering strategic high level presentations to senior management from industry.
  • Must be assertive confident and knowledgeable and demonstrate significant leadership qualities and must be able to make considered decisions of regional and national importance in times of emergency within industrial cities.
  • Must have a proven history of managing and motivating multi-cultural society.
  • Must have a working knowledge of Qatar Laws and thorough understanding of the intenational emergency response procedures within the oil and gas industries and be able to develop high level emergency procedures autonomously, based on internationally recognised standards (ex NFPA AND BS) and current practices.
  • Detailed user knowledge of the following applications; Microsoft office, Power point, excel, Access, Word and Project. Should be able to effectively operate lotus Notes, GIS Software and SAP.
  • Must have an excellent command of the English.
  • Fluency in Arabic would be advantage.
