Overview:
The GIS Analyst will work in close cooperation with Senior GIS staff to support engineering, commercial, management and operations personnel, providing them with the products they require. Project related activities include development of presentation quality maps, site and route assessment, commercial and customer research, spatial data analysis and querying, data editing, and map production.
Duties & Responsibilities

  • Design/create effective maps, presentation graphics, and other products that can be used to effectively communicate with targeted audiences (i.e. permitting figures, high-level presentation maps and engineering drawings) with a focus on quality and timeliness of work product.
  • Provide development and engineering staff with accurate geographic information to be used in routing and construction estimates for new projects.
  • Maintain and check quality of spatial and tabular natural gas infrastructure databases using various maps and data sources.
  • Research energy industry information.
  • Coordinate with outside companies and organizations to obtain data and geographic information.
  • Interpret relevant data and information from a variety of industry, government and public sources.
  • Create and acquire new geographic datasets.
  • Performs other duties as assigned (no more than 5% of duties).


Experience, Skills & Ability
5 years of experience

  • Working knowledge of ArcMap, Microsoft Excel and AutoCAD
  • Proficiency with Adobe Suite; Acrobat, Illustrator, Photoshop a plus
  • Proficiency with ArcGIS Pro and ArcGIS Online
  • Ability to work with multiple parties and clients. Have the ability to create effective maps and presentation graphics for various uses
  • Ability to represent complex data relationships in simple, easy to visualize formats
  • Have strong research skills
  • Have a strong working knowledge of GIS, SCADA, and databases
  • Position requires self-motivation and direction
  • Must be able to know when to consult subject matter experts and go back to supervisor or client for more direction


Education:
Geography, GIS, Engineering, or a related field

Commissioning Manager - LNG


Duties and Responsibilities


Responsible for the development and execution of the Company's natural gas liquefaction (LNG) facility commissioning process. Lead and manage commissioning team(s) including the overall coordination of stakeholders throughout the commissioning phases of the liquefaction project. Oversee EPC contractor to ensure contracted commissioning related requirements have been met; to include testing, turnover and all systems are completed, handed over fully commissioned, ready to startup per requirement of the project.
* Work closely with construction staff, Owners Engineer(s), and operations staff to ensure EPC contractor fulfills contract requirements relative to the commissioning phase of the facility and that the smooth transfer and hand over of commissioned system to the startup team.
* Work with the EPC contractor to manage the development and implementation of a comprehensive plan for commissioning and acceptance of the plant and turnover to the startup team for startup.
* Work with EPC contractor to develop and implement procedures to ensure the overall safety of the facility and its personnel. Reinforce awareness of safety and environmental incidents through frequent job observations by frequent site walk-downs and talking to personnel working on commissioning activities. Advances the health, safety, environmental and security procedures and protocol of the Owner to the EPC during the commissioning phase of the project.
* Create and manage commissioning schedule. Manage EPC contractors and subcontractors with regard to all commissioning activities.
* Input Owner's interests and requirements in the course of Project Execution Plan and commissioning procedure with reflection of O&M point of view.
* Coordinate with O&M organization to ensure alignment and integration of commissioning activities.
* Review and obtain necessary approval of all functional and performance test procedures.
* Ensure the proper receipt, review and approval of the necessary operational documentation such as system turnover procedures, standard operating / maintenance procedures, spare parts lists, punch lists and test reports.
* Ensure proper installation equipment packages based on commissioning procedures.
* Provide assistance in developing solutions to problems that may arise during commissioning.
* Assist with the resolution of problems that may occur during the startup and stable operations of the facility.
* Interface as necessary with all local agencies.
* Perform other duties as assigned (no more than 5% of duties). Qualifications

Qualifications:


Education
* Bachelor's Degree Mechanical, Chemical, Industrial or Electrical Engineering or equivalent level of experience in related field Required


Experience:
* 10 LNG liquefaction experience required.


Skills and Abilities:
* Technical understanding of LNG liquefaction plants.
* Technical understanding of mole sieve dehydration and amine treating.
* Possesses good oral and written communication skills in English.
* Have legal and commercial sense for preparation and negotiation of contracts.
* Good understanding of EPC Lump Sum contracts.
* Ability to track and manage job costs.
* Is able to work with a culturally diverse group of technical individuals whose skills cover the range required to engineer, operate and maintain the LNG liquefaction plants.
* Not essential but understands or has a working knowledge of project management, Primavera, database, spreadsheet, PowerPoint and word processing skills.
* Possesses good management, planning and organizational skills and meets work deadlines.
* Possesses the personality and ability to relate to and to establish a mutually respectful relationship with 1) management, 2) peers and 3) the various facility level workers.


Licenses and Certifications:

* Transportation Worker Identification Credentials (TWIC) Required
* Professional Engineering (PE) Preferred Area of Interest

Planning Engineer
Contract Employee will start with the engineering team in West Houston for 6 months and then move with the project team to site in Superior, WI. Total contract duration is 2 years with possibility of being extended.

Role and Responsibilities
Leads the PMT in developing and establishing a planning and scheduling execution plan appropriate for the project, including project specific schedule assurance plans.
Responsible for developing and maintaining the resource-loaded master schedule for the project including amalgamation of primary contractor schedules into the master schedule.
Responsible routine progress reporting. Monitors and reports progress and forecasts key milestone dates based on project performance history.
Prepares any special schedules, progress reports for team activities
Ensures full understanding and awareness within the PMT of the activities and relationships which make up the critical and near-critical path(s) to key milestones. Advises the PMT of opportunities to improve schedule flexibility; or minimize risk of slippage.
Works closely with cost estimating and control functions to ensure fully integrated project control services to PMT.
Flags any contractor's intention to re-baseline without the prior approval of Company.
Maintains log of contractor planning revisions and progress problems, including cause / effect data, for use in contract change order management or claim management.
Qualifications and Education Requirements
Bachelor's degree in Project Management, Construction Management, or related subject is preferred. In lieu of degree, will consider 7 years of planning & scheduling experience in the Chemical, or Refining industry.
Prefer a minimum of 10 years of planning & scheduling experience in the Chemical or Refining industry acting in the facility owner's role.
Experience as the lead planning & scheduling role on at multiple successful projects with at least one project > $50 Million TIC through all phases of development and execution preferred. Includes early development, FEED, and the execution phases of detailed engineering, procurement, fabrication/construction installation, and commissioning.
A concise understanding of Scheduling & Planning Techniques.
Skilled user of planning & scheduling tools, techniques, and software commonly used (required Primavera P6, preferred, ZOHO, MS Projects, Fast Track Schedule 10, and @Task).
Advanced proficiency in Primavera P6 v8.1 or higher.
Proficient in MS Office.
A basic knowledge of the chemical or refining industry and experience in execution of project in these types of facilities using a phased project execution process.
Strong written and oral communication skills with the ability to serve a broad range of company business leaders, project teams, and our contractors.
Demonstrated ability to work from a position of credible influence based on planning & scheduling knowledge versus a position of authority.
Organized, self-motivated, proactive, creative and results oriented.
Able to manage change and resolve conflicts
Experience with Advanced Work Packaging is preferred
AACE International certification as a Planning & Scheduling Professional™ is a plus.

Requisition Title: HSE Lead
The HSE Lead will be accountable for the implementation overall Rebuild Project health, safety, environment goals and ensuring compliance with OSHA and Wisconsin regulations. The HSE Lead will ensure that HSE orientation and training for all areas are completed and up to date, ensure compliance to all relevant HSE requirements, ensure that safety meetings are held, and safety trends identified. The HSE Lead is accountable for proper segregation and disposal of Rebuild Project waste in accordance with all regulatory and site requirements.
Primary Functions:

  • Accountable for conducting site HSE orientation and training for all areas. 20%
  • Accountable to ensure that the Rebuild Project Health and Safety Plan and the Contaminated Piping, Equipment and Material Disposal Plan are adhered to. 20%
  • Accountable for attending contractor safety meetings. 10%
  • Responsible for the HSE compliance of contractors and CMT personnel. 10%
  • Responsible for monitoring safe work practices of contractors. 10%
  • Responsible for investigating HSE related violations and incidents. 10%
  • Responsible for inspecting the site and ensuring clean up procedures, waste disposal and sanitation practices are in accordance with statutory regulations. 10%
  • Responsible for communicating with Operations in the daily safeguarding of the facilities and personnel, including developing and monitoring of safe work practices of Rebuild Project contractors. 10%



Required Experience/Certifications:

  • Associate Safety Professional (ASP) or equivalent
  • A minimum of 20 years of safety experience where safety is at least 50%, preventative, professional level with breadth and depth of safety duties on capital projects
  • Proven track record of success as an effective leader and safety professional
  • Strong technical competency in developing, promoting and delivering safety educational materials
  • Proven practical knowledge of safety and occupational health methods, practices, principles and procedures
  • A thorough understanding of site, local, state, federal and international health, safety and environmental regulations, policies, and standards including OSHA, EPA.
  • Effective communication skills both written and verbal
  • Effective negotiation skills are preferred
  • Strong non-authoritative leadership skills - ability to influence others

Desirable Experience/Certifications:

The standard working hours are 50 hours per week; 10-hour days Monday to Friday at the site with business travel to Houston rarely if at all. The position is expected to continue until Q4 2021.

QA/QC Mechanical Inspector - Pipe Yard Modules
Position Summary:
The QA/QC Mechanical Inspector will oversee pipe and module fabrication and provide Quality Assurance to ensure compliance with all procedures, applicable codes, standards, and Project Standards. The QA/QC Mechanical Inspector will be the Owners Inspector and will be required to work with the EPCM to verify that all the examinations and testing have been completed and to inspect the piping to the extent necessary to be satisfied that it conforms to all the applicable requirements of the code and engineering design.
Responsibilities
* Review fabricator's inspection plans to verify compliance with Owner requirements.
* Reviews PQR, WPS and welder qualifications with EPCM contractor
* Approve Non-conformance dispositions, identify any corrective actions to prevent recurrence and identify trends.
* Monitor fabrication, heat treatment, hardness testing, welding and fit ups.
* Work with the EPCM contractor and fabricator to establish designated lots for nondestructive examination. Monitor lot compliance.
* Perform random material and welding consumable MTR reviews to ensure compliance with appropriate ASME codes.
* Witness hydrostatic testing.
* Review quality RFI requests and forward to QA Manager and Engineering.
* Monitor and oversee the contractor's inspection/testing/ and modular yard installation activities to ensure the contractors' compliance with project quality requirements.
* Perform a modular walkdown with EPMC contractor and fabricator, identify punch list items and verify completion and closure.
* Review manufactures turnover packages.
Knowledge, Qualifications & Experience * BS degree in Mechanical Engineering, Certified Technologist, or relevant certifications and experience.
* Preference will be given to candidates who possess AWS CWI API, or ASNT certification. * Should have certificate for ASNT LEVEL ΙΙ RT, UT, PT & VT, or relevant experience. * Proven 10 years working experience in the oil, gas, or petrochemical industry.
* Knowledge of the Louisiana State Boiler Regulations, Title 55, Chapter 50
* Demonstrate knowledge of the pressure equipment inspection and management process and practices.
* Knowledge in the application of materials, material selection, welding and inspection.
* Knowledge and understanding of ASME Codes such a s Section I, II, VIII, IX, V, and B31.1/31.3. * Knowledge of welding processes and non-destructive examination techniques and limitations (RT, UT, LT, PT, MT, Eddy Current, IRIS, etc.)
* NACE CIP certification is a definite asset.
* API Source Inspector Fixed Equipment (SIFE) certification is a definite asset.
* Basic technical and operational knowledge of the petrochemical industry.
* Knowledge of equipment manufacturing, fabrication, inspection, testing, and installation practices.
* Knowledge of ASME and National Board Data reports.
* Knowledge and experience with reading and interpretation of plant drawings & datasheets: P&ID's, piping and equipment.
* Proficiency with the Microsoft Office Suite of programs
* Excellent communication skills both written & verbal
