Job Description

KEY OBJECTIVES

  • Development and implementation of appropriate procurement and logistics process, documents and systems as a new Contractor within proper timeframe meeting operational requirements.
  • Ensuring that the procurement process complies with all applicable laws, regulations, PETRONAS procurement governance and internal regulation.
  • Active contact and communication with the internal and external stakeholders to maintain good relationship and gathering information that contributes smooth project and business execution.

PRINCIPAL ACCOUNTABILITIES

Procurement & Logistics Process Development:

  • Lead and manage developing procurement and logistics process and systems as a new PAC Contractor which ensure proper and smooth purchasing, contracting, material management and logistics with the objective of providing cost effective and efficient delivery of goods and services to the operations.

Compliance in Companies Act and Authority Level:

  • Understand and ensure the procurement process complies with all applicable laws, regulations, PETRONAS procurement governance (i.e. PPS etc.) and internal regulations (i.e. MOA etc.).

Procurement Process Evaluation:

  • Lead, manage and execute all procurement activities (source to Contract, Procurement to Pay) for procurement of good and services within proper timeframe meeting operational requirements.
  • Develop contracting strategy and procurement plan considering market intelligence. Develop material management plan including disposal. Develop logistics plan.
  • Organize and chair workshops and/or Tender Committee if necessary to obtain necessary approval within proper timeframe.

Head of Procurement:

  • Lead procurement and logistics organization and supervise subordinates and ensure sound distribution of work and performance evaluation which bring the organization positive working environment and the mindset of subordinates for the compliance to laws & regulations and internal rules.
  • Responsible for human resource development
  • Lead and responsible for timely submission of planning requirement for procurement (WP&B) and internal and external reporting needs for Procurement organization.

Stakeholder Management:

  • Establish and maintain good relationship and partnership with internal, other function lead and external stakeholders and actively gather information that contributes smooth project and business execution.

KEY AUTHORITIES
* As provided/assigned by General Manager of COMPANY Kuala Lumpur.

WORKING RELATIONSHIP
Internal: G&G Department, Drilling Department & Commercial department, External: JV Partners, PETRONAS

EXPERIENCE

  • Strong commercial acumen and accomplished negotiator of high value strategic contracts
  • In depth knowledge and contract laws and regulations, and able to review and explain legal positions in goods/materials and service contracts.
  • Excellent oral and written communication skills, able to facilitate meeting and alignment.
  • Possess leadership quality and strong networking, collaboration, and well-developed team-working skills.
  • In depth knowledge of projects and contracts.
  • Hands-on committed self-starter, able to comfortable to work own initiative in a dynamic environment.
  • Able to proactively surface and address conflicts that could threaten the achievement of project objectives.

QUALIFICATIONS

  • Bachelor's degree in supply chain, Engineering, Business, Quantity Surveying or Legal
  • 15 years of experience in supply chain in the Oil and Gas industry, and experience in supporting capital projects (onshore and offshore, greenfield, brownfield modifications).
  • Experience of complex approvals and compliance regimes
  • Experience with SMART, by GEP and/or e-Procurement and contracting systems.
  • Proven history of working well in a developing nation multi-cultural environment.
  • Demonstrated high level of ethics and integrity
