Job Description

KEY OBJECTIVES

  • To coordinate the implementation of the purchasing activities for SKEO, in accordance with Company Policy and PETRONAS Procurement Standard.
  • To provide effective and efficient procurement deliverables in-line with Company's and PETRONAS' standards and procedures.
  • To ensure effective implementation of SKEO's purchasing activities based on Company and PETRONAS standards and procedures.

PRINCIPAL ACCOUNTABILITIES

  • As Procurement Specialist, responsible for coordination and execution of purchasing plan and contract management strategies in an effective manner.
  • Ensure time placement of new contracts and Management of award activities for all departments.
  • Ensure standard of ethics, fairness in procurement activities is maintained, seek to uphold and enhance the integrity of the procurement process as well as maintain strict confidentiality of documents pertaining to procurement.

KEY AUTHORITIES

  • As Procurement Specialist, accountable for execution of purchasing plan and contract management process related to line department.
  • Ensuring that all activities comply with all Company, PETRONAS, and Government requirements and regulations.

PROCUREMENT RESPONSIBILITIES

  • Plan, coordinate and administer procurement and contract management activities to meet specified required dates.
  • Initiate, perform, and manage all efforts on procurement process covering pre-award and post award activities related to line department.
  • Initiate activities related to sourcing, pre-qualification, enquiry, screening market survet evaluation, recommendation, ordering in an efficient and cost-effective manner.
  • Prepare Pre-Qualification/Screening market survey, Tender Plans, Invitation To Bid Documents, Evaluation Criteria, Evaluation Reports and Award Recommendations.
  • Liaise with PETRONAS/approving authorities and partners to obtain the necessary.
  • Seek internal and other stakeholders' endorsement and approval of Tender Plans, Technical/Commercial Evaluation Criteria, Technical Evaluation Reports, Techno- Commercial Evaluation Reports and Award Recommendation Reports.
  • Initiate and prepare PETRONAS reporting for PETRONAS Contract Monitoring (PCM) and any other reports as required by Manager.
  • Initiate and prepare reports on local content/foreign split and participation by contractors, as required by Manager.
  • Act as focal point on all procurement matters and interfacing with User Departments and coordinating all related activities.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in engineering, supply chain, business administration or equivalent
  • Minimum eight (8) years relevant experience in oil and gas or related industry.
  • Minimum five (5) years experience in PETRONAS Procurement Standard and process.
  • Self motivated.
  • Strong computer literacy.
  • Strong team building skills.
  • Fluent in English both written and spoken.
