Job Description

Key Responsibilities:
As a Process Department Manager, shall be responsible to lead and manage effectively Process Team function and resources for Process Engineering and Pre-commissioning and Commissioning as to support company business in execution of proposal and awarded project which include but not limited to the followings:

  • Department Resource Planning and Development
    • Manpower planning and assignment for proposal and job based on the personnel capability and project requirement.
    • Establish Staff Development Plan and Annual Training Plan to further strengthening process team technical knowledge and know-how, continuous engineering quality improvement and further improvement in communication and coordination skill.
    • Development of new or update the existing department procedures for continuous improvement and to reflect current best practices.

  • Lead Assigned Engineer
    • Proposal / Job assignment as Lead Assigned Engineer. Taking leadership in providing consultation and apply loss prevention process throughout the project development phases in engineering design, procurement, construction and installation, commissioning and start-up for all COMPANY Malaysia's projects and proposals
    • Proposal Engineering Management - Ensure man-hour and related cost are optimized and technical qualifications are convincing and attractive to clients.
    • Job Engineering Management - Executed as strategized in job execution plan, responsible for engineering product quality control, man-hour usage control and engineering work progress as per schedule.

  • Able to advise and responsible to check and review technically on the subordinates deliverables for process engineering design work and pre-commissioning and commissioning and ensure they are performing efficiently and effectively during proposal and project delivery.

      • Process Design Basis
      • Process Calculations
      • Material and Energy Balances
      • Utility Balances Diagram
      • Piping and Instrumentation Flow Diagrams
      • Process/ Utility Flow Diagrams
      • Equipment List
      • Process Data for Piping Materials
      • Process Data for Piping Specialties
      • Equipment Data Sheets
      • Process Data for Instrumentations
      • Process Data for Electrical
      • Safety Process Data Sheets
      • Line Schedule
      • Interlock Description
      • Alarm Summary
      • Tie-in List
      • Safety Studies
      • Other related process engineering deliverables

  • Pre-commissioning and Commissioning
    • Able to plan, prepare for and participate in pre-commissioning and commissioning activities. Be able to support and assist the pre-commissioning and commissioning activities at site, with coordination of site organization.
    • Able to execute Smooth Start-up Program by planning the schedule and conducting numbers of workshops at the early stage of projects.
    • Typical pre-commissioning and commissioning deliverables but not limited to:
      • Systemization (Process System)
      • Organization Chart
      • Schedule
      • Execution Plan
      • Inspection and Test Plan
      • General Manual and procedures of

  • Built it Clean/ Mechanical Clean
  • Air Blowing

  • Drying and inerting
  • Mechanical Test Run
    • Utility consumption for Pre-commissioning and Commissioning
    • Temporary Item List for Pre-commissioning and Commissioning
    • Commissioning Start-up Sequence and Initial Start-up Procedure
    • Operating and Maintenance Manual
    • BLIS and EIS List
    • PTR Procedure and report
    • PASR Procedure
    • SSP Procedure
    • Emergency Response and Handling Procedure
    • Other related deliverables to be reviewed by Process Team

  • Department General Administration
    • Hold the responsibility in managing the department in terms of staff recruitment, timesheet attendance and leave approval, developed training plan for the department, conduct yearly performance evaluation and assessment.


Requirements:

  • Candidates must possess Chemical Engineering background from recognized University.
  • At least 15 years of engineering design experience in Process Engineering and Commissioning in Oil & Gas and Petrochemical field for major oil companies.
  • Very well versed and conversant in related design codes locally and international.
  • Strong leadership and managerial skills
  • Good skills and experience to operate Auto-CAD is an added advantage.
  • PC literate (Ms Word / Excel / PowerPoint / Ms Project).
  • Ability to work and lead the teams and possess excellent interpersonal, communication, presentation, negotiation and report writing skills.
  • Registered with BEM (Board of Engineers Malaysia).
