Our client is seeking a Project Engineer (welding) Pipelines. The role will be working on a 5x3 rotational basis, based in Azerbaijan. It will be joining their Marine & Subsea team.

The Project Engineer (Welding) Pipelines is a key member of the Pipelines PMT which is responsible for delivering the offshore pipeline systems

Academic / Experience Requirements

  • Welding/Materials related degree and professional status accreditation with a recognised institution
  • CSWIP 3.2.1/3.2.2 Senior Welding Inspector or equivalent
  • CSWIP AUT Data interpretation
  • CSWIP or PCN Radiographic Interpretation (or hold CSWIP 3.2.2)
  • CSWIP/BGAS Site coatings or equivalent
  • IIMRI Flowline thermal insulation inspection
  • A minimum of 10years welding, coating and NDT offshore construction experience
  • Direct experience of pipe-lay barge operations with mechanized welding, AUT and FJC systems
  • Proven capability of contractor management

De-Oiling and Commissioning Site Representative
Our client is looking for a de-oiling and commissioning site representative to join them on a rotational basis in Georgia and Azerbaijan.

  • Reporting to the De-oiling & Commissioning Manager, the D&C site representative will be responsible for the technical delivery of the SR project de-oiling and commissioning activities summarised as follows:
  • Lead de-oiling and commissioning activities on site ensuring that de-oiling and commissioning procedures are followed.
  • Be actively involved, in the site safety systems
  • Provide technical oversight of the de-oiling and commissioning contractor
  • Manage and coordinating readiness reviews and Go/No-Go process for de-oiling, commissioning and start-up
  • Ensure that completions certification is managed in accordance with the commissioning certification process and commissioning documentation and records are properly developed, collated and archived. Keep records that demonstrate compliance with site integrity standards.
  • Ensure that outstanding de-oiling and commissioning related issues or activities are resolved and closed out



Roles and Responsibilities

  • Site Management Safety walk through

  • Risk Assess It, Talk It, Check It (RTC)
  • Permit to Work (PTW)
  • Incident reporting and investigation
  • Safety Observation and Conversation (SOC)
  • Behavioural Observation safety System (BOSS)
  • Demonstrate personal HSSE leadership and excellent HSE behaviours at all times and ensure that safety expectations are communicated and maintained. Perform as a safety leader setting and exhibiting the highest standards.
  • Ensure a safe and consistent approach through all commissioning phases of the project, while meeting HSSE and regulatory requirements.
  • Manage day to day site activities for de-oiling, commissioning & start-up site scope working in a brownfield live hydrocarbon environment
  • Contribute to project execution as appropriate, especially in helping to minimise and control any change, toward completion, commissioning and build up to handover.
  • Provide technical oversight of de-oiling contractor and pipeline pigging and intervention
  • Ideally have prior de-oiling and site operative experience with an operator in the Caspian region.

Hot Tap & Stopple Engineer

Our client, large multinational oil & gas organization is looking to add a Construction/Commissioning Hot Tap & Stopple Engineer for a 12 month renewable independent contract. This expat opportunity will be based in Georgia, with a 6/2 rotation. Flights, camp, visas etc. are provided.

This senior individual will serve as a focal point for the pipeline intervention work required for tying in and de-oiling. This includes overseeing all aspects of technical execution, coordinating with inspectors, commissioning managers and construction representatives to ensure proper quality of deliverables.


Key Responsibilities:

  • Demonstrate a strong commitment to HSSE including HSSE values and behaviours with a deep understanding of working in a brownfield live hydrocarbon environment.
  • Support the successful delivery of the pipeline de-oiling and tie-in scope overseeing site works.
  • Support oversight and site technical assurance of relevant consultants, contractors and vendors involved in the de-oiling and tie-in work scope including making hot taps, line stop installation and removal, pigging and cleaning of pipeline and line fill.
  • Assist the de-oiling and commissioning manager, senior pipeline engineer and project engineer in reviewing and advising on work packs, deviation requests and other technical submissions.
  • Providing pipeline project engineering expertise in support of: construction planning, management of risks of activities pipeline engineering.
  • Active participation in project learning cycle.
  • Support project internal and external reviews (e.g. PHSSER, start-up assurance reviews (SUAR), operational readiness reviews (ORR), etc.) as requested and ensuring assigned actions arising are closed out in a timely fashion


Candidate Requirements:

  • Qualified Mechanical Engineer (Degree)
  • Professional engineering registration or chartership strongly preferred
  • Minimum 15 years' experience in the O&G construction industry
  • Minimal 15 years in pipeline construction and commissioning supervision
  • Extensive knowledge of International Standards (such as B31.4) which form the basis for pipeline construction project specifications and production methods, quality assurance and welding technology used in Oil and Gas pipeline construction.
  • Profound knowledge of and commitment to field construction safety
  • Deep experience in pipeline construction within extreme environments (e.g. steep terrain, narrow ridges)
  • Minimum 10 years' experience in control of work and safety systems in HC and brownfield works
  • Experience in multi-cultural work environments, in particular Georgia and Azerbaijan
  • Senior pipeline and welding inspector credentials (CWI) or experience equivalent strongly preferred

Position Title: Pipelines Marine and Subsea Construction Team Lead

SECTION 2: KEY ROLE


The Pipelines Construction Team Lead is a key member of the Pipelines PMT which is responsible for delivering the safe installation of pipeline systems in accordance with Q&HSE expectations. The Construction Team Lead is directly responsible for managing the offshore pipelay vessel spread operations.

SECTION 4: ROLES & RESPONSIBILITIES
As a member of the Pipelines Project Management Team (PMT) the Construction Team Lead will be responsible for:

General
  • Implementing safe and efficient execution of project scopes
  • Awareness and promotion of project goals in respect of HSE, cost, schedule & technical integrity
  • Providing direction, motivation, support and leadership to project team members and contractors.
  • Maintaining awareness and promotion of expectations of Safe Design and Quality Build and conformance to the Operating Management System
  • Promoting an effective and collaborative working environment with a 'One Team' approach.
  • Providing exemplary leadership to contractors and vendors to facilitate successful scope delivery,
  • Delegate for the Pipelines Project Manager as and when required


Offshore Pipelines Construction Management
  • Managing the readiness of pipelay spread including the reactivation and mobilisation of the pipelay barge and attendant vessels (Anchor Handlers (AHTs), Pipe Carriers (PCVs) and the Survey Vessel (MSV).
  • Supporting the recruitment and developing a high performing offshore team to manage the Pipelay Barge operations
  • Managing the vessel assurance process to ensure all vessels in the pipe-lay spread are fit for purpose and meet expectations
  • Holding the Contractor to account to provide competent personnel and a high standard of resources to successfully complete the offshore pipelay operations
  • Holding the Contractor to account for project execution performance and scope delivery
  • Managing the offshore execution of pipe-lay operations including rigorous tracking of safety performance, schedule progress and SIMOPS planning
  • Managing the execution schedule for pipelay activities whilst supporting the integrated Marine & Subsea schedule
  • Managing communication with all stakeholders including operational assets to ensure the safe and efficient execution of the offshore operations
  • Managing the assurance of HSE expectations for the pipe-lay operations including the Contractor Self Verification and Oversight process
  • As a member of the Pipelines PMT the Construction Team Lead will be required to support general areas of delivery including:
  • The development of National capability and building a competent Pipelines PMT to deliver the complete scope
  • Support to general management of the Installation Contractor, Sub-contractors and Vendors
  • Working closely with the appropriate project teams to resolve conflicts in the overall interest of the project delivery
  • The capture of lessons learned and networking these in to the wider

SECTION 5: ACADEMIC / EXPERIENCE REQUIREMENTS

  • Engineering degree and professional status accreditation with a recognised institution
  • A minimum of 10years offshore pipeline engineering and construction experience
  • Direct experience of managing anchored pipe-lay barge and attendant vessel spread operations
  • Direct Client Representative experience managing offshore pipe-lay barge operations
  • Proven capability of contractor management
  • Experience with site management activities related to health, safety, and environmental issues
  • Preferably experience with direct electrical heating cable (DEH) installation from an anchored pipelay barge
