  • Job Accountabilities Cont..:

Lead the contract administration process and quantity survey

Participate in contract preparations and evaluations

Ensure contractors are in compliance with project control procedures / requirements with a smooth flow of reporting / KPI/ physical progress from contractors

Conduct quality audits

Close-out of contracts (technical, commercial) and relevant project close-out activities.

Assurance of main contractor's costs & schedule are in alignment

Perform regular basis QPR (Quarterly performance reviews) to main contractors.

Prepare miscellaneous ad-hoc reports as and when required for the Project management team & Shareholders

  • Education:

University Degree in Engineering related discipline or equivalent relevant experience in projects

  • Experience/Technical competencies:

Sufficient projects/industry experience to understand the key drives of projects success

Sufficient knowledge of the discipline of cost, schedule, risk and contracts management and how they are interlink to be able to direct the work of his team

Sufficient understanding of commercial aspects and corporate financial reporting aspects and constraints for an effective interface with the accounting and finance function.

Lead HSE Field Representative

Lead HSE Field Representative (LHSEFR)
Purpose of the role
Responsible for the oversight of the HSSE aspects of the Seismic Contractor field operations, reporting to the Lead Field Representative (LFR) and/or the Seismic Acquisition Project Manager
The Lead HSE Field Representative fulfils three functions on geophysical field operations:

  • oversight of health, safety, security and environmental aspects of contractor field operations;
  • subject matter expertise on the HSE sections of the contract;
  • Intervention and escalation of contract non-conformance.



Reporting relationships
The Lead HSE Field Representative reports to the Lead Field Representative and/or the Gas Seismic Acquisition Project Manager HSE Manager
He may assume the role of Lead Field Representative as well. This reporting line is specifically to give the LHSEFR a measure of independence from the Line management of the project to facilitate intervention and escalation of any issues arising in the Gas Seismic operations.
The LHSEFR works closely with Acquisition Project Manager, the Lead Acquisition Field Representative (LFR) and the wider Gas project team to deliver the HSE Requirements of in Stages 4-8. They may have subordinate HSE Field Representatives (HSEFR) reporting to them, including Positioning, HSE, Seismic QC and Processing Representatives.

This is a crew based rotational position

Key activities, responsibilities and accountabilities

  1. Monitor and report Contractor compliance with the contract terms and HSSE Bridging Document
  2. Monitor and report Contractor compliance with any prevailing regulatory Compliance Matrix and/or Environmental Commitments Register
  3. Promote awareness, understanding and achievement of goals and expectations
  4. Promote an operating culture of open reporting and management feedback
  5. Promote continuous improvement and sharing lessons learned.
  6. Review and fully understand contract, the Oversight Plan and the contractor's Execution, Quality and HSE Plans.
  7. Execute the project Oversight Plan in the field, including monitoring and reporting of crew performance, data quality, HSE and emerging issues, and provide reports to the Project Manager as directed.
  8. Fully comply with Seismic and Survey Field Representative - HSE Leadership Standard", including requesting performance feedback at the end of the project from Contractor Party Chief and Seismic Project Manager.
  9. Deliver the HSE Requirements of the as defined in Annex A of the HSE Aspects Guide.
  10. Execute the HSE aspects of the Project Oversight Plan.
  11. Provide subject matter expertise to the team and the contractor on the interpretation and implementation of Section IV of the contract and the HSE content of the call-off.
  12. Intervene, and where necessary escalate, where work is seen to be unsafe or contractor behaviours are inappropriate.
  13. Advise and inform Seismic Acquisition Project Manager on HSE issues, status and metrics.
  14. Evaluate and monitor implementation of contractors HSE management systems.
  15. Monitor, investigate, identify and resolve subproject HSE issues, evaluate HSE Metrics, and provide reports as required.
  16. Ensure that HSE requirements are followed during the survey
  1. Generate daily, weekly, monthly reports and distribute them via emails to technical managers.



Expectations of Field Representatives team member
Members of Representatives Team shall do the following:
a. Read and understand the relevant parts of the applicable contract;
b. Follow the survey Contractor's HSE management system and local HSE and administrative arrangements for living and working on a crew;
c. Follow the Contractor's arrangements for emergency response as required, including attending drills, debriefings and training events;
d. Be fully conversant with the Golden Rules of Safety
e. Attend survey Contractor's daily toolbox meetings before work, and other meetings as appropriate;
f. Wear and/or use the PPE required by the survey Contractor for the work areas they enter;
g. Respect the right of any Contractor personnel to stop any Field Representative unsafe activities;
h. Take part in survey Contractor review, auditing and other assurance programmes as set out in their project-specific briefing;

Note that this role may occasionally be covered employees, by HSE Field Representative or by LFR.

Experience
20 years of HSE and 10 years on Lead HSE supervision of onshore seismic acquisition crews
Experience on managing and supervising large onshore seismic operations, High Productivity Source Acquisition (ISS, DS3 or similar) and multi-cultural teams is a must.

Language
English, preferably French, Arab

Turnaround Finance Coordinator

Our client, a leading Oil & Gas owner/operator organization is looking to add a Turnaround Finance Coordinator to their team. This is a 1 year independent contract, FIFO to Fort McMurray with a 4 days on, 3 days off rotation.


Position Summary:

This individual will liaise with various corporate and on-site departments to assure the strategic management and allocation of costs to the appropriate AFE structure. The Finance Coordinator will work hand in hand with Turnaround Administrator, and planning lead in the execution of their duties.


Key Responsibilities:

* Create and update spreadsheets of daily transactions
* Manage accounts receivable and payable and accruing as required for daily reporting
* Maintain reports on financial metrics in real time
* Keep records of invoices and daily time sheets
* Identify and address account discrepancies
* Report on financial projections
* Work with the Turnaround Management team to develop and report daily progress and projections on Key Performance Indicators
* Lead the tracking and reporting of various financial related action items and initiatives
* Liaise with the Turnaround Administrator for the reconciliation of contractor daily time and force account sheets with contracted rates. Drive LEM's management with contractors
* Create a budget versus actual report for daily reporting
* Provide regular updates (Daily during turnaround) on cost performance and burn rates
* Coordinate with corporate Finance and manage both CAPEX and OPEX AFE accruals reporting and forecasts
* Provide budget forecasts, variance justifications and actual vs. budget values
* Manage and update PO's. Ability to manage and create reports from SAP
* Liaise with contractors for cost tracking purposes
* Close out contractor PO's in a timely manner post turnaround

Key Qualifications:

* 5 years' experience working in cost control
* 5 years' experience working in an operating facility
* Post Secondary education in Finance, Economics or relevant field
* Proven work experience as a Finance Administrator, Finance Assistant or similar role
* Advanced knowledge of MS Excel (creating spreadsheets and charts and using financial Excel functions)
* Experience in SAP
* Experience in operations/turnaround finance
* Knowledge of Spotfire an asset

Position Overview

Working within the Production Operations Team, the Maintenance and Turnaround Planner is responsible for all planned maintenance work to support the FPSO; the weekly maintenance plan, Yearly Turnarounds, as well as material and resource planning to facilitate this work scope. The Maintenance and Turnaround Planner will provide leadership and determine priorities in conjunction with the Maintenance Superintendent for the maintenance planning team.

Key Responsibilities

* Work closely with maintenance, engineering, procurement, and operations personnel to set maintenance/Turnaround priorities and resolve execution issues

Key Requirements

* Journeyman or technologist designation

Key Responsibilities

* Provide Oil Sands Business Unit and Corporate data reports to leadership teams, on demand, and on a regular basis (Weekly, Monthly, Quarterly and Annually).
* The data required will be identified by the Health & Safety Leadership Team.

Key Accountabilities

  • Coordinate with Project Management, Construction Management, Legal, Finance, EHS, and Project Controls during contract preparation and project execution
  • Coordinate the development of Scopes of Work, facilitating issuance of clear contracts and Contracts or Change Orders
  • Work with project stakeholders to develop contracting plans, coordinate and communicate with various project stakeholders the timely delivery of their responsibilities required for contract formation
  • Participate on cross-functional sourcing teams taking responsibility for translating business requirements and negotiated outcomes into a contract

Our client, a leading Oil & Gas owner/operator organization is looking to add a Senior Project Controls Specialist to their Calgary team for a 1 year independent contract.

Position Overview

Reporting to Manager of Project Controls, this individual will providing an in-depth and well rounded set of project control services in the areas of planning/scheduling, budgeting, cost control, project management, progress and performance analysis etc.

Key Responsibilities

  • Responsible to develop, maintain and continuously improve all aspects of project planning / scheduling and Cost Control.
  • Develop and maintain Work Breakdown Structure, Work Packages, Control Accounts and the Cost Breakdown Structure for assigned project.
  • Responsible for the producing effective scheduling reports, cost reports, incurred cost flow reports and forecast for the project.
  • Develop, review, and evaluate schedule management involving the critical path method of scheduling techniques, estimating change notices, project incurred / actual costs management, change management process (scope changes, non-scope changes etc.)
  • Onboarding and continuous stewardship of Engineering, procurement and Construction contractors to the organization's project controls requirements for early compliance to the contractual controls obligations and standards.
  • Provide a Project Control view of the development scope of work on projects
  • Provide project progress and performance earned value (EV) verification, compares planned, forecast and actual hours, key quantity installed and trend in the field, cost control and explains variances;
  • Identify future potential cost / schedule forecast through data-analytics and makes a judgment regarding its impacts.
  • Coordinate the preparation, consolidation and analysis of project reports assuming responsibility for its overall accuracy, completeness and timeliness.
  • Collaborate with functional counter-parts like PC Estimating, Regional Development, Construction, Supply Chain, Finance, and Project Governance to achieve project goals.
  • Working with contractors and functional counterparts, works on the month-end reporting w.r.t schedule and cost variance analysis, project performance metrics, and stewardship process per required timelines.


Key Qualifications

  • 12 - 15 years of project controls experience in the Oil & Gas Industry within the field or the home office.
  • Bachelor's degree in engineering or relevant field
  • performance management in a major projects environment a requirement
  • Experience in various phases and stages of the projects will be an advantage
  • Additional experience in cost estimating fundamentals, and risk management an asset
  • Ability to be hands-on in planning /scheduling, Cost Control to support critical project needs and meeting tight deliverable deadlines
  • Working knowledge of SAP, EcoSys, Primavera, Microsoft office etc.
  • The Individual may be required to travel to site during the construction phase of the project.

Petroplan are seeking an experienced HSE Specialist to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will initially be based in Houston but require to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019


Job Overview:
Under general supervision, the HSE Specialist solves complex problems requiring detailed knowledge of field and industry best practices. He/She uses experience and problem solving skills to develop and improve processes. May provide guidance to less experienced team members.
Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate safety engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with safety requirements. Provides technical assistance to other safety professionals assigned to projects and other project functions.


Duties / Responsibilities:

  • Implements health, safety and environmental policies, procedures and guidelines for the employee and department/site safety.
  • Creates incident reports and performs inspections to ensure conformity in all areas of HSE.
  • Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes and regulations.
  • Determines prerequisite for and organizes audits of company operated properties.
  • Keeps informed of regulatory requirements and auditing standards.
  • Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics.
  • Implements and conducts project safety orientation to employees on site
  • Performs daily safety audits


Skills / Experience:

  • Undergraduate degree in related field, to include Construction Management and/or HSE, preferred
  • Minimum 5 years field safety experience
  • Knowledge of safety procedures, engineering systems, principles, and methodologies.
  • Knowledge of national and international safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.
