The activity supports all sourcing activities, from the development of Strategy & Bid Lists, and subsequent RFP preparation, including the development of Evaluation Criteria, and the negotiation and placement of Contracts.

Post Contract Management and Supplier Management activities shall be executed through established processes. A strong working relationship with the Projects Technical teams based in Iraq, supports Contract implementation. The requirement to comply with the Procurement Principles which align with the Technical Services Contract and supports local content and cost recovery.


Key Accountabilities:

  • Manages multiple sourcing of the sector
  • Utilises ISNetworld to define bid-lists and issue Expressions of Interests (EOI)
  • Prepare Strategy & Bid List (SBL) for approval by relevant Governance Board
  • Prepare all necessary RFP and Contract documentation for issue through ARIBA OneSource and all subsequent clarifications and Supplier communications
  • Apply appropriate local contracting templates and work with Stakeholders to define and develop Scopes of Work and associated Evaluation criteria
  • Prepare and develop Bid Evaluation Plans (BEP)
  • Prepare Recommendation for Award (RFA) for approval by relevant Governance Board and ensure timely execution and implementation of Award Recommendations
  • Undertake Contract Management activities including the issuing of Call Offs, and support invoice queries and any dispute resolution as required
  • Support HSE or other investigations as required
  • Support Cost reduction activities through renegotiation and/or retendering activities, including the development of Negotiation Strategies
  • Continuous improvement in Contractor Safety performance and operational risk reduction with particular focus on Potential High Consequence Activities (PHCA) and improvement in process safety
  • Maintain accurate records in MAXIMO and ARIBA of all sourcing events and Contracting activities to ensure compliance and cost recovery
  • Perform Counter-party Due Diligence checks
  • Support Internal and External Audits as required

Job Overview

This individual will play a key role in the development of the Go to Market strategy (RFx Package), bid evaluation and selection criteria for the project. Furthermore, lead engagements with the Field Logistics and its Stakeholders to aggregate demand, evaluate business requirements and assists in identifying optimization opportunities.

Key Responsibilities

  • Develop Go To Market strategy, bid evaluation and selection criteria
  • Provide current sub-category market intelligence and historical information related to supplier(s) performance and contract compliance as input to the development of the sub-category strategy and contracting plan
  • Evaluates and develops recommendations for the commercial structures of contracts for (dependent on risk/complexity) materials and services with new and existing suppliers
  • Develop and issue RFP packages (including developing evaluation and selection criteria)
  • Qualify and evaluate bidders as per bid evaluation criteria

Key Responsibilities:

Our client, a leading Oil & Gas owner/operator organization is looking to add a Commissioning and Completions Manager to their team for a long term independent contract in Calgary.

Position Overview

The C&C Manager will report to the C&C Director and will play a focal interface point for all other team members. The C&C Manager will also assist and cover for the C&C Director as required. The C&C Manager is responsible to plan, develop and oversee the safe execution of all aspects of C&C activities. This individual will ensure that the areas are adhering to the schedule and priorities based on the developed plan. Reporting directly to the C&C Manager will be the C&C Area Coordinator as well as the RFO Manager.

Key Requirements

  • 15 - 20 years of experience in similar Commissioning roles in both Brownfield and/or Greenfield Projects
  • Power Engineering Certificate or Journeyman trade ticket with sufficient Operations background
  • Strong Interpersonal skills
  • Ability to work in a variety of Industrial backgrounds

Key Responsibilities

Responsibilities include but are not limited to:

  • Assists the C&C Director to identify resource needs at key project phases and to develop Integrated Completions and Commissioning Team organization.
  • Establishes Integrated Completions and Commissioning Team staffing requirements.
  • Is responsible for coordinating and executing TCCC interface and Commissioning activities required by the C&C Plan.
  • Coordinates and provides assistance and guidance to Contractor to update the Systems Completion Plan at appropriate Check Points to ensure it is in accordance with the approved Project Systems Completion Strategy. Ensures alignment with Project Engineering, Construction, Quality, Procurement and Start Up/Operations.
  • Collaborates with Start-up Manager to ensure a safe and effective execution of Commissioning activities and to ensure all C&C contract requirements are met.
  • Manages TCCC and commissioning interfaces between Project Team and EPC Contractors to facilitate successful commissioning and hand-over.
  • Coordinates and interfaces with Project Team, Turnover and Acceptance Coordinator, Start-Up Team, and Operations to ensure Ensures Completions and Commissioning Teams are fully conversant with the C&C Model.
  • Monitors static and dynamic commissioning activities, assists in resolution of TCCC completion and commissioning related issues to ensure satisfactory quality is attained.
  • Provides assistance to Contractors for utilization of a standardized (uniform across all projects) computerized Document Management System (DMS) for tracking, certification, and quality purposes.
  • Define the standards and guidelines by which the construction contractor must deliver the assets and supporting documentation.
  • Ensure progressive review of all engineering and turnover documents.
  • Support the construction contractors during construction completion and pre-commissioning. This includes witness and hold points, exhibit signoff, QA/QC oversight, line cleaning and dryness.
  • Manage the completion of all loop and function checks.
  • Ensure a safe and effective Electrical Energization plan is developed and adhered to.
  • Ensure a level 4 schedule is developed to define the sequence and durations required for system turnover and commissioning. All activities identified from construction completion until project completion. Project resource requirements and critical paths.
  • Manage the development of all C&C planning packages.
  • Manage the completion of commissioning activities. This may include leak checks, nitrogen purging, flushing, decompression blows, rotating equipment run ins and starts, and first fills.
  • Ensure a Pre Start Up Safety Review is completed prior to start up which ensure the asset is safe to operate and / or introduce hazardous energy.
  • Ensure a safety program is implemented, adhered to, and reported on. This may include an SOS program, audit program, incident investigation and housekeeping audits.
  • Manage the development of a commissioning tracking database and tracking tool. This database will be used to estimate resources and report on progress using a check sheet format with an automated tool.
  • Interface with Construction and Turnover managers to ensure milestone schedule is met.
  • Participate in weekly CMT meeting to ensure alignment with the project team
  • Support the develop and implementation of the Safety In Transition plan. This plan will ensure a safe work environment during the transition phase from construction through commissioning and operation.
  • Develop an Organization chart which matches the scope and schedule of the project. Identify resource requirements from both the sustaining organization and external contractors, and ensure resources are in place to support C&C activities
  • Manage the identification and procurement of all vendors required to support the C&C team.
  • Develop a budget forecast for the commissioning and start up window.
  • Manage the permitting and control of hazardous energy for the facility according to the organization's CHEPTW guidelines.
  • Manage the forecast and resourcing of final walkdowns and subsequent punch closure verification.
  • Develop and distribute a list of system priorities for the turnover and startup of the facility and have this communicated to Project Resources and SCM with this being included in the contract language.

The Commissioning Execution Manager is responsible to plan, develop and oversee the safe execution of all aspects of C&C activities for their respective area. They will ensure that the Areas are adhering to the schedule and priorities based on the developed plan


Key Responsibilities:

  • Develop training criteria for all C&C personnel.
  • Track and report progress on the continuing development of ICP's.
  • Develop C&C criteria for walk downs.
  • Support and assist in development of the detailed commissioning and start-up schedule and overall plan, including adequate resource loading for all phases of the project.
  • Plan and estimate safe, efficient, and cost effective execution of jobs while minimizing the impact to C&C, RFO and incurred costs.
  • Provide direction to Operations and Maintenance Technicians participating in pre-commissioning, commissioning and start-up activities by liaising with the C&C and RFO teams.
  • Support and assist with the start-up plan, sequencing and changes as they arise.
  • Organize the creation and facilitation of all required C&C Risk Assessments.
  • Support and assist the Operations, Mechanical and E&I Coordinators.
  • Assist vendor coordinator with SOW creation and reviews.
  • Ensure equipment, tools and materials required for start-up are in place and available.
  • Ensure spare parts and C&C consumables are identified, procured and plan for warehousing is in place.
  • Input into development of C&C execution plan.
  • Provides input and direction on the development of pre-commissioning, commissioning and start up procedures.

  • Ensure CHEPTW (Control of Hazardous Energy Permit to Work) are implemented prior to any maintenance activities and periodically audit the areas of responsibility, confronting unsafe behaviors and conditions.
  • Support technical issues process, MOC creation.
  • Support and assist with PSSR process ensuring PSSR's are completed on time.
  • Provide feedback to Maintenance Planning and Reliability to improve effectiveness of maintenance strategies and procedures.
  • Actively participate in post event failure analysis, root cause discussions, and contribute to developing solutions.
  • Periodically review construction activity and progress and identify to Construction those issues, if any, affecting the operability, maintainability and safety of the process system, plant or individual equipment.
  • Audit walk down processes, providing guidance to C&C Operations, Mechanical and E&I Technicians ensuring walk down processes are effectively identifying items that are not acceptable for the safety, operability and maintainability of the plant.
  • Working jointly with the Construction Manager to manage safety in their unit during the turnover process to ensure workers are safe through proper identification of live systems, safety lockout procedures and effective implementation of the safe work permit system.
  • Coordinate/Manage C&C maintenance resources to commission and start-up all systems/units to sustained production at design capacity in the shortest duration safely achievable.
  • Monitors the progress of all pre-commissioning and commissioning activities
  • On a daily basis, provides direction to C&C Operations and Maintenance Technicians, ensuring efficient use of resources.

Key Responsibilities

  • Works independently on assignments that require solving problems by applying standard procedures, modifications of standard procedures, or using methods developed in previous assignments. Ability to make effect technical decisions independently with people leader, Sr. Engineer, or SME support and review.
  • Ensure pipeline integrity is appropriately addressed in the due diligence process, both for internal developments and acquisitions.
  • Develop and ensure execution of Pipeline Integrity plans and budgets encompassing all Pipeline Integrity involvement within each project including engineering studies, inspection plans, and rehabilitation costs through both the project and pipeline lifecycles.
  • Manage the integrity priorities throughout the development or acquisition through participation in SORT, START, RTO, RTT, and then through commissioning, acceptance and long-term operation.
  • Manage the completion of Engineering Assessments as required for new projects or internal drivers.
  • Develop, execute, and manage documented procedures for all facets of the due diligence process.
  • Drive alignment of systems for the optimization of operational pressure targets to meet capacity and cost requirements.
  • Facilitate or participate as the Pipeline Integrity representative in corporate wide initiatives.
  • Complete detailed evaluations of current operations to determine the causes of and solutions for pressure cycling.
  • Manage pressure restriction removals and determine how it will impact future integrity maintenance investments.
  • Complete a detailed evaluation of current operations to determine current and future MOP requirements based on volumes.
  • Evaluate operational models to predict change impacts of proposed changes (example: predicted increases in pressure cycling from the addition of new customers).
  • Coordinate senior leadership approvals of the initiative action plans and results.
  • Present and defend the decisions made on corporate initiatives to senior leadership within Pipeline Integrity.
  • Participate in incident investigations as directed.


Key Requirements

  • Bachelors Degree in Engineering or relevant field
  • P.ENG. or eligible for registration with APEGA
  • 6 - 10 years of relatevant experience
  • Previous pipeline integrity or operational knowledge are highly desirable
  • Ability to solve problems by applying standard procedures, modifications of standard procedures, or using methods developed in previous assignments.
  • Ability to seek and obtain senior technical assistance or review for atypical or specialized problems
  • Ability to communicate written or verbally on the collection and relay of standard technical facts and analysis of business implications. May require the communication of technical topics to a non-technical audiences
  • Fluent with Microsoft Office software (Excel, Word, Outlook) and ability to utilize other engineering/technical computer applications.
  • Strong facilitation, collaboration, and negotiation skills to influence and drive-forward results and decisions without formal authority.
  • Strong data analysis skills with a continuous improvement (Six Sigma, RCA) background are considered an asset.
  • Visualization of data skills (Power BI, PI Vision) background are considered an asset

Umbilical Engineer

Our client, an international oil and gas client, is looking for an umbilical engineer to work as a part of an engineering team to work on a range of subsea projects and operations.

Role and Responsibilities

  • Prior experience in an umbilical engineer role, or equivalent subsea position.
  • Review and approve the design performed by Contractor (including specifications, reports, calculation notes, analyses, drawings, datasheets, technical notes) of a subsea umbilical system and relevant ancillary equipment, ensuring that it meets project objectives, industry standards and best practice for safety, reliability and cost.
  • Interface with Subsea Controls team
  • Monitor the Vendor Contractor performance
  • Monitor Umbilical Manufacturing and perform Site inspection and witnessing of testing activities in accordance to approved ITP.
  • The umbilical engineer shall supervise testing activities, including ancillary equipment.
  • Offshore Assistance during Umbilical Installation and Pre-commissioning activities on board Installation Vessels and/or FPSOs.
  • Understand advancements within umbilical systems and any opportunities for advancement and deployment of key technologies in projects.
  • Participate in various technical clarifications and reviews such as HAZID, HAZOP.
  • Participate in the definition and attend FATs, Qualification tests and Site Integration Tests.
  • Participate in studies of installation procedures.



Qualifications /Experience required

  • Extensive experience working on Umbilical design within Subsea engineering
  • Degree or equivalent in mechanical or subsea engineering discipline.
  • Experience in design tool is not required but beneficial, such as: AutoCAD, Inventor
  • Good knowledge on the umbilical installation processes and its required engineering interfaces
  • Experience in Orcaflex is desirable.
  • Strong understanding of SURF related disciplines;
  • Capable of building knowledge of the company, processes and customers.

Our client, a leading Oil & Gas owner/operator organization is looking to add a Senior Project Controls Specialist to their Calgary team for a 1 year independent contract.

Position Overview

Reporting to Manager of Project Controls, this individual will providing an in-depth and well rounded set of project control services in the areas of planning/scheduling, budgeting, cost control, project management, progress and performance analysis etc.

Key Responsibilities

  • Responsible to develop, maintain and continuously improve all aspects of project planning / scheduling and Cost Control.
  • Develop and maintain Work Breakdown Structure, Work Packages, Control Accounts and the Cost Breakdown Structure for assigned project.
  • Responsible for the producing effective scheduling reports, cost reports, incurred cost flow reports and forecast for the project.
  • Develop, review, and evaluate schedule management involving the critical path method of scheduling techniques, estimating change notices, project incurred / actual costs management, change management process (scope changes, non-scope changes etc.)
  • Onboarding and continuous stewardship of Engineering, procurement and Construction contractors to the organization's project controls requirements for early compliance to the contractual controls obligations and standards.
  • Provide a Project Control view of the development scope of work on projects
  • Provide project progress and performance earned value (EV) verification, compares planned, forecast and actual hours, key quantity installed and trend in the field, cost control and explains variances;
  • Identify future potential cost / schedule forecast through data-analytics and makes a judgment regarding its impacts.
  • Coordinate the preparation, consolidation and analysis of project reports assuming responsibility for its overall accuracy, completeness and timeliness.
  • Collaborate with functional counter-parts like PC Estimating, Regional Development, Construction, Supply Chain, Finance, and Project Governance to achieve project goals.
  • Working with contractors and functional counterparts, works on the month-end reporting w.r.t schedule and cost variance analysis, project performance metrics, and stewardship process per required timelines.


Key Qualifications

  • 12 - 15 years of project controls experience in the Oil & Gas Industry within the field or the home office.
  • Bachelor's degree in engineering or relevant field
  • performance management in a major projects environment a requirement
  • Experience in various phases and stages of the projects will be an advantage
  • Additional experience in cost estimating fundamentals, and risk management an asset
  • Ability to be hands-on in planning /scheduling, Cost Control to support critical project needs and meeting tight deliverable deadlines
  • Working knowledge of SAP, EcoSys, Primavera, Microsoft office etc.
  • The Individual may be required to travel to site during the construction phase of the project.
