Our client, an emerging Operator within the Oil & Gas Industry, has a requirement for an experienced Snr Process Engineer with a focus on Downstream / LNG Projects.
The role will be initially based in Houston, TX however require frequent visits to Project Sites both domestically and internationally.

Job Overview

The Senior Process Engineer performs the review of the process deliverable from the FEED and/or EPC contractor. Reviews the functional test and performance standard procedures developed by the EPC Contractor for performing the Functional tests and measuring the Performance Standards related to utility consumption, LNG production, and on line reliability and maintenance requirements of all equipment.

Roles/Responsibilities

·Advises, reviews and signs off on projects and contractor developed documentation:

  • Heat and material balances
  • Process Flow Diagrams
  • Piping and Instrument Drawings
  • Plot Plans
  • Equipment data sheets
  • Vendor drawings
  • Vendor shop inspections

  • Start-up / operating manuals
·Advises on the development and execution plans of the common standards and process for the process engineering as provided by the engineering services group in E&C.
·Directs the efforts of the assigned process engineers
  • Assigns areas of responsibility to process engineers assigned to the project and reviews process groups work product

·Participate in HAZOP and HAZID reviews
·Coordinates with other discipline leads
·Supervises assigned employees
·Keeps management informed with respect to the progression of the projects
·Develops and/or reviews all process modifications made on the project
·Require competence in the use of process simulation software in order to model process situations as requested to support management decisions
·Participate in the development, reviews and bidding of technical contracts for the projects
·Leads teams and provides mentoring of junior engineers at the company

Experience / Education

  • Bachelors Degree in Chemical Engineering
  • Minimum of 8 x years experience within the energy / oil & gas industry
  • Minimum of 5 x years experience on LNG Projects / Design
  • Familiarity and ability to read and interpret electrical and mechanical diagrams, including flow charts, cause/effect diagrams, and Piping and Instrument Drawings (P&IDs).
  • Excellent communication skills due to extensive EPC and vendor interface
  • Strong analytical and problem solving skills
  • Demonstrated proficiency in referencing, researching, reporting, tracking and monitoring of activities and documents
  • Ability to work independently and function with limited supervision
  • Proficient in the use of HYSYS, Excel, and Word
  • Working knowledge of ASME Pressure Vessel Code Section VIII, API RP 520 and 521

Engineering Manager

Job Overview

This role will be an integral part of the Snr Leadership Team and will be at the forefront of the development and execution of a Major Petro-Chemical facility.
The Engineering Manager is accountable for the management, review and approval of the final technical design and other documents provided by Contractors and will assist in administering and monitoring the FEED and/or EPC contractor during the detailed engineering and procurement phases, providing technical support to engineering and managing engineering support during construction, commissioning and start up.

Roles/Responsibilities

  • Works with Project Manager and E&C Engineering services team on all engineering related aspects to ensure on time and cost-effective project execution
  • Ensures quality of engineering and design services and deliverables of both direct and subcontracted work complying with contract and government requirements and support the overall project schedule
  • Manages the administration of engineering including interfaces with document control, review and approval matrices, document numbering, conformance to comments and all other administrative functions of managing the engineering effort.
  • Provides leadership in review and approval of project issues such as design assumptions, heat & material balance, equipment and material selection, operation & maintenance and compliance with design standards and environmental regulations
  • Attends and participates in all project key meetings organized by Project Manager and Engineering Services. Conduct technical coordination meetings with relevant parties.
  • Reviews drawings, schedules, specifications, and permits to ensure compliance with project requirements. Make proper decision for FEED and/or EPC Contractor not to stop and/or hold the project construction activities.
  • Works collaboratively with the Process Engineering Manager, the Senior Project Manager and ther members of project leadership to ensure timely deliverables and proper and efficient interface management between the three functions of Projects, Process and Engineering.
  • Works with the E&C Construction Manager to review engineering plans for plant constructability, operability and maintainability

Experience / Education

  • Recognized Engineering qualification (Degree preferred), with extensive project development skills
  • Minimum of 15 x years experience within the energy / oil & gas industry
  • Minimum of 7 x years within a Snr / Leadership role on a Major Project
  • Minimum of 3 x years experience on LNG Projects / Design
  • Strong knowledge of LNG liquefaction design and operation.
  • Demonstrated project management skills.
  • Strong knowledge of quality assurance and control practices.
  • Strong knowledge in HAZOP (Hazard and Operability) studies in oil & gas field.

SUPPLY CHAIN Analyst

Job Overview
This role will be an integral part of the Snr Leadership Team and will be at the forefront of the development and execution of a Major Petro-Chemical facility.
The Snr Project Contracts Advisor is primarily responsible for assisting the Sr. Project Manager for Contracts and Project Controls in contracting for, and administering an Engineering Design and Services Agreement, and negotiating an EPC Agreement. The Snr Project Contract Advisor initiates, tracks and monitors the RFP process and contract development process, contract changes, deliverables, correspondence and risks, and maintains associated documentation.

Roles/Responsibilities

  • Understand and aid in the project teams' understanding of all contract requirements and coordinate with the project team to ensure compliance with all contracts throughout the life of the project. Responsible for informing the project team of the requirements of the contract and monitoring compliance. Works with the project team and/or business unit and Legal, ensuring that all legal and contractual matters are addressed efficiently and promptly and manages the OBE process to convert from a cost reimbursable phase to a Lump Sum phase.
  • Responds to complex inquiries regarding contract obligations and revisions and prepares change order and amendment documents in conjunction with legal and the contracts manager. Aids the Sr. Project Manager, Contracts and Procurement in managing the ongoing life cycle of the agreement including any potential amendments to product/service price and/or terms and conditions, contract performance against commitments, and compliance to agreed terms.
  • Aids in negotiating contract terms, pricing and payment schedules, ensuring that the agreements with vendors/suppliers are commercially advantageous. Prepares negotiation plan and prepares back up documentation prior to negotiations.
  • Prepares reviews, drafts white papers and creates tools for analyzing and tracking of Contractor OBE process and claims.
  • Prepares and initiates letters and responses to the EPC contractor regarding various aspects of the project and contract. Prepares notices and facilitates quick responses to EPC contractor's inquiries.
  • Liaise between the risk and tax departments and contractors to develop and administer insurance and tax programs required for specific projects, regions, or financing needs.
  • Develops and integrates contract management tools, templates, methods and processes. Using tools and templates, prepares and disseminates information regarding contract status, compliance, modifications, etc. Works with Project Analyst to develop and maintain the contract database and manage the contract document repository in SharePoint.
  • Actively involved in regional and global contract management initiatives and aware of impacts to the project, including any weather threats to the region or job site, or governmental tariff risk and ensures proper documentation and management of the initiatives or events.


Experience / Education

  • Recognized Bachelors Degree - Preferably in Business or English
  • Minimum of 10 x years experience within the energy / oil & gas industry
  • LNG and Commercial Legal experience a plus.
  • Possess comprehensive knowledge of general corporate business practices, government and commercial contracting regulations and principles, subcontracting practices, and accounting and finance principles
  • Clear understanding of contracting strategies, including Convertible Contracts (i.e. OBE to LSTK Agreements)
  • Experience in Open Book Process is a plus
  • Strong contracts negotiation skills

  • Responsible for the reviewing of proposal specifications and architectural drawings to determine the scope of work and required contents for an estimate.

Lead Rotating Equipment Engineer

Petroplan are seeking an experienced Lead Rotating Equipment Engineer to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will be initially based in Houston but required to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019.

Duties / Responsibilities:

  • Coordination of the technical rotating equipment disciplines activities during the different phases of the project.
  • Monitoring of the compliance with the specified deadlines, contractual stipulations and quality of work.
  • Review and approve detailed rotating equipment engineering drawings and operating, testing, and commissioning procedures for Rotating and related disciplines.
  • Ensure to follow all project procedures during the different project stages such as:
  • Weekly Reviews
  • Project schedule progress monitoring.
  • Document Management System.
  • Management of Changes.
  • Cost Control.
  • Punch listing, subsystems and systems acceptance.
  • Work Permit, Job Plan and Risk Analysis.

Our client, a mid-sized operator within the Oil & Gas Industry, have a need for an experienced QA Manager to aid with the construction/expansion of their petro-chemical facility near Lake Charles, LA.

Ideal candidates will come from a strong construction background with experience of developing and implementing quality manager systems related to QA/QC.

Job Overview

The Project QA /Manager (PQC) will oversee the Quality Assurance and Quality Control aspects of the project, as delivered through its contractors and vendors. The PQC will develop and maintain the Project Quality Assurance Plan in accordance with the project specifications, governmental regulations & standards, and additional requirements established by the Project Management Team.
The PQC is charged with ensuring that the project meets the quality requirements set forth by the Project Management Team, within the Project Execution plan and that quality documentation is can demonstrate that the asset is safe and ready for start-up.

Roles/Responsibilities

  • Reviews contract scope of work, specifications, Project Execution Plan and identifies unique requirements or special processes during the project which require control for effective examination and reliability.
  • Develop, implement and maintain a Project Quality Assurance Plan for the project that is compatible with the Project Management Team and any relevant entities in the project, including vendors and sub-contractors.
  • Manage Project Quality Assurance activities and assist the Project Management Team in the required planning for quality control activities of its contractors and vendors across the project phases.
  • Ensure that Quality Objectives and metrics are set for measuring the performance of the Project tams and its subcontractors and that these are regularly reported and reviewed.
  • Plan, direct and coordinate quality resources necessary to effectively execute the Project Quality Assurance Plan for the construction and commissioning of the Plant.
    • Responsible for assigning site quality inspection resources.
    • Administers the vendor inspection process though the assigned inspector.
    • Assures through proper utilization of resources and audit verification the effective execution of the Project Quality Plan.
  • Ensure that all subcontractors, vendors and suppliers used by the Project Management Team are evaluated from a quality perspective and that records of this assessment are maintained.
  • Develop quality reporting to management level
    • Communicates with management and project team on progress, issues, risks, costs and schedule impacts relative to project quality.
  • Initiate quality planning for the project to assure compliance first time through proactive and preventive measures
    • Using existing document control procedures, approve, review and update changes to critical documents within the scope of the project.
  • Develop an overall quality audit and verification program for the project.
    • Conducts inspections, audits, and surveillance to verify implementation of quality assurance/control requirements.
    • Prepares and compiles data from audits, identify non-quality trends and advises project management on the effectiveness of the Project Quality System.
    • Liaises with the QC/NDT/Certification Personnel to ensure that quality no conformances are addressed and technically resolved.
  • Liaises with Company teams in Engineering, Procurement, Construction, Commissioning/start-up and Operations to ensure quality requirements are fully understood and integrated into the various subcontractor contracts and quality management systems.
  • Liaises with subcontractors and vendors as required in order to ensure quality management systems and controls are in place and are fully operational
  • Liaises with the certifying authority on documents specified to seek verification, assessment and appraisal of their conformity and fitness to the codes and regulations in order that asset integrity can be demonstrated on paper at or prior to RFSU
  • Promote the awareness and enforcement of project quality requirements throughout the Project Team including subcontractors and vendors.
  • Coordinates the capture and compiling of all equipment records and files needed to satisfy the asset integrity and process safety requirements of the project.
  • Evaluates the schedule throughout the project and makes appropriate adjustments to ensure quality deadlines are met for the project.
  • Monitors the constructed site for quality assurance, tracking and reporting on the status of inspection activities and maintain daily records of activities completed.

Experience / Education

  • Degree in Engineering or Construction Management, or related experience.
  • Minimum of ten years of experience in construction, including five years construction management experience.
  • High level of knowledge and experience with the development and implementation of quality management systems as they relate to quality assurance and quality control.
  • Knowledge of applicable building, construction and quality codes and standards.
  • Extensive prior experience of developing project quality plans covering assurance and control activities for major capital projects.

  • Provide strategic leadership in all areas of Procurement to the project team, delivering the procurement of Services, Materials and Equipment in an effective and timely manner.
  • To actively plan and co-ordinate sourcing strategies with the project team and align contracts and negotiations to ensure procurement requirements are met.
  • Responsible for supporting any disputes, negotiations or commercial discussions supporting the project team.
