Process Safety Engineer position, based in
Houston, TX who meets the following criteria.
PurposeThe Process Safety Engineer addresses major hazards that may impact safety, cause environmental damage, or result in business losses. The position requires expertise in hazard identification, risk mitigation, regulatory compliance, and the design and execution of safety measures in energy, LNG, or petrochemical facilities.
Reports To: Engineering Manager
Responsibilities- Process Safety Design and Review:
- Support strategies to enhance process safety in design or through mitigation measures.
- Conduct technical engineering studies in line with Process Safety Technical Standards including Formal Safety Assessments, facility PHA revalidations as required for operated assets, and/or modelling (e.g., PHAST/QRA).
- Review and provide feedback on engineering documents, including Process Flow Diagrams, Piping and Instrument Diagrams, Cause and Effect Diagrams, Fire Water System Design Drawings, and Fire-Exposed Envelopes Drawings.
- Hazard and Risk Management:
- Conduct and manage risk assessments, hazard identification studies (HAZID), hazard operability studies (HAZOP), and consequence analyses.
- Perform Layers of Protection Analysis (LOPA) and Quantitative Risk Analyses (QRA).
- Advise project teams on identified safety risks and mitigation strategies, including fire protection and prevention measures.
- Participate in facility siting and overpressure analyses.
- Compliance and Decision-Making:
- Ensure compliance with OSHA Process Safety Management Standards, EPA RMP Rules, and applicable codes and regulations.
- Interpret regulatory requirements and provide guidance on risk management and mitigation decisions.
- Review and endorse Management of Change (MOC) submissions.
- Incident and Safety Management:
- Participate in incident and near-miss investigations to identify root causes and recommend corrective actions.
- Act as a key contributor to the Safe Operations Committee.
- Manage technical contracts and control specialty consultants for safety-related projects.
- Collaboration and Reporting:
- Work with diverse technical teams, including process, instrumentation, mechanical, electrical, and civil engineers.
- Present safety findings and recommendations to technical and management-level personnel.
- Develop and implement process safety and risk management decision-making tools.
Skills & Experience- Advanced knowledge of hazard identification methods, including HAZID, HAZOP, SIL, LOPA, QRA, and vapor dispersion analysis.
- Proficiency in facility siting analysis and regulatory compliance for PSM and LNG facilities.
- Skilled in process safety software tools, including PHA Pro, Bowtie, PHAST, and FLACS.
- Strong oral and written communication skills for diverse audiences.
- Ability to work with culturally diverse technical teams across various disciplines.
- Capable of presenting technical findings to management and regulatory personnel.
- Effective planning and organizational abilities to meet deadlines and deliver results.
- Proficient in MS Office and project management tools. Strong interpersonal skills to foster respectful relationships with contractors, regulators, and facility operations personnel.
- Deep understanding of applicable codes, regulations, and standards for process safety and LNG facilities.
- Commitment to safe operations and continuous improvement.
- Knowledge of risk assessment and regulatory compliance methodologies.
- Proven ability to manage process safety programs and drive continuous improvement.
Qualifications- Bachelor’s Degree in Process, Chemical, or a related science discipline (required).
- 8 years in process safety design within petrochemical, refinery, or LNG facilities (required).
- Experience in energy or LNG industry (preferred).
- Professional Engineer (PE) license (preferred).
