Overall Responsibilities

  • Adherence to Logistic procedures.
  • Co-ordination with Vendors and ensure that material is delivered to the Project Sites on schedule.
  • Identify prospective Project Cargo Freight Forwarder.
  • Establish feasible mode for shipment (Air/Sea/Road) based on Project Delivery Schedule or site exigency.
  • Arranging Road Survey, Feasibility Study based for Over-dimensional Cargo.
  • Arranging Permits for Transport, Export from the local authorities in the country of export and import.
  • Preparation of Commercial Comparative Statements and recommend suitable Freight Forwarder for order placement as per the Procurement Procedure.
  • Prepare and issue Services Orders / Work Orders / Subcontract Agreements to successful Bidders (Freight Forwarder).
  • Coordination for booking the Vessel/Flight/Trailers to ensure minimum lead time for delivery.
  • Keeping track of "Cargo in Transit" and update Estimated Time of Arrival (ETA) of each shipment.
  • Verification of Shipping Documents before Dispatch of the Cargo.
  • Notification to Insurance Company for Coverage of items covered under each shipment.
  • Collection of original Shipping Documents from Vendors / Finance (LC Department) for Custom Clarence.
  • Arranging Custom Duty Cheque or Custom Duty Exemption Authorization Letter from Client.
  • Appointing Custom Clearance Agent for cargo at port(s).
  • Placement of Service Order for Clearance and transportation of the cargo.
  • Organizing transportation from Port(s) to Project Sites.
  • Coordinate with Site Stores for delivery of material at site.
  • Coordination for Payment to Clearing Agents, part or Pro-rata basis and final payment to transporters by certifying Bills / Invoices with the assistance of the Task Force Coordinators.
  • Provide Budgetary Costing for Estimation / Bidding Work through the Historical Cost Data base.

  • Act as Lead Assessor - Train, Lead and Supervise team of discipline Assessors
  • Conduct assessments in discipline specialisation

  • Provide Reports on Competence Progress to Management
  • Train others in Competence system procedures, assessment techniques and preparation of competence profiles

Key Accountabilities:
  • Advising Assessors on best practice

  • Verifying that assessments are conducted to required standards
  • Developing and / or enhancing Competence Profiles

Project Engineer (Piping)

Petroplan are currently seeking a Project Engineer with a minimum of 5 years experience within Oil and Gas, taking responsibility for the day to day management, coordination/facilitation and follow up of delegated modifications/projects.


Responsibilities

  1. Ensure the work is done in accordance with HSE and the Joint Venture (JV) procedural and technical requirements
  2. Coordinate with Planning and Cost Control to ensure that an integrated cost and scheduling system is implemented, reviewed and followed up for every project.
  3. Ensure that all approvals for expenditure have been obtained.
  4. Ensure variations are processed and approved according to procedures
  5. Assist in development of annual capital budget
  6. Initiate and prepare proposals for modifications/projects
  7. Monitor monthly performance and project budget.
  8. Ensure that appropriate project assurance steps are conducted throughout the project life cycle.
  9. Ensure that technical integrity/quality is achieved in accordance with JV targets.
  10. Ensure projects are executed in accordance with regulatory compliance.
  11. Responsible for continuous improvement of project execution process
  12. For assigned projects, be the single contact vs the Engineering & Procurement (E&P) Contractor's project engineer and the Construction Team
  13. Facilitate communication between E & P contractor, Construction Team and Operations (OPS) technical resources
  14. Ensure that the Change Process (MOC) is being followed,
  15. Prepare and present projects to the budget owner and/or the OPS Management.
  16. Anticipate problems before they become critical.
  17. Approve vendor invoices in accordance with Procurement guidelines and authorization.
  18. Manage Project Information through Document Control and MOC Procedures.
  19. Ensure all engineering (document reviews, bid summaries, queries etc) is issued to the appropriate groups and authorities for comments and approval in a timely manner.
  20. Ensure that projects are appropriately closed-out

Overall Management

  • Overall responsibility and overseeing all finance functions
  • Ensure financial planning and reporting systems

Policies and Procedures

  • Formulate, review and guide policies and procedures for the Finance, Human Resource and IT Departments

Financial Planning

  • Oversee the annual budgeting process of the company
  • Oversee and guide the Vice President Treasury in funds planning (short term and long-term)

Fund Management

  • Ensure adequate availability of funds for the company
  • Monitor and review investment portfolio of the company
  • Monitor and review borrowings of the company (monitor the cost / availability)

Accounting and Book Keeping

  • Ensure accuracy in preparation and reporting of financial statements
  • Oversee timely completion of financial statements and related disclosures
  • Ensure reporting is in accordance with regulatory/credit agreement requirements
  • Ensure compliance with all statutory requirements
  • Interact with tax experts and provide inputs on tax planning

Track & Report Performance (MIS and Budgetary Control)

  • Preparation of budgets and periodic reviews thereof
  • Track project progress, project cash flow and the working capital utilization
  • Ensure that financial reporting, internal and external, is completed according to corporate guidelines, as per prescribed formats (MIS)
  • Oversee and guide modifications in MIS reports as per business needs

Self Development

  • Attend seminars/ training programs to keep abreast of the latest policies/ trends in economy and technology
  • Build expertise in financial restructuring, treasury, and capital markets

Administrative

  • Ensure compliance with recommendations set through the internal/external auditors

Qualifications, Experiences & Skills,

Basic:

  • Bachelor's Degree and a qualified Chartered Accountant
  • 20-25 years Finance Management experience, including 3-5 years of senior level responsibility
  • Exceptional hands on functional expertise
  • Broad sourcing and purchasing knowledge
  • Proven analytical ability
  • Solid understanding of impact on business decisions
  • Proven leadership and problem solving skills
  • Solid record of delivering results

Preferred:

  • Demonstrated ability to boldly present strategic plans and gain support from company Executives.

Experience:

This is an equal rotational position (i.e. back to back role typically working 4 weeks on, and 4 weeks off) based in Hassi Massoud, Algeria, The position provides the opportunity of working in a remote desert location, within a multi national and multi-cultural environment.
