Lead HSE Field Representative (LHSEFR)
Purpose of the role
Responsible for the oversight of the HSSE aspects of the Seismic Contractor field operations, reporting to the Lead Field Representative (LFR) and/or the Seismic Acquisition Project Manager
The Lead HSE Field Representative fulfils three functions on geophysical field operations:

  • oversight of health, safety, security and environmental aspects of contractor field operations;
  • subject matter expertise on the HSE sections of the contract;
  • Intervention and escalation of contract non-conformance.



Reporting relationships
The Lead HSE Field Representative reports to the Lead Field Representative and/or the Gas Seismic Acquisition Project Manager HSE Manager
He may assume the role of Lead Field Representative as well. This reporting line is specifically to give the LHSEFR a measure of independence from the Line management of the project to facilitate intervention and escalation of any issues arising in the Gas Seismic operations.
The LHSEFR works closely with Acquisition Project Manager, the Lead Acquisition Field Representative (LFR) and the wider Gas project team to deliver the HSE Requirements of in Stages 4-8. They may have subordinate HSE Field Representatives (HSEFR) reporting to them, including Positioning, HSE, Seismic QC and Processing Representatives.

This is a crew based rotational position

Key activities, responsibilities and accountabilities

  1. Monitor and report Contractor compliance with the contract terms and HSSE Bridging Document
  2. Monitor and report Contractor compliance with any prevailing regulatory Compliance Matrix and/or Environmental Commitments Register
  3. Promote awareness, understanding and achievement of goals and expectations
  4. Promote an operating culture of open reporting and management feedback
  5. Promote continuous improvement and sharing lessons learned.
  6. Review and fully understand contract, the Oversight Plan and the contractor's Execution, Quality and HSE Plans.
  7. Execute the project Oversight Plan in the field, including monitoring and reporting of crew performance, data quality, HSE and emerging issues, and provide reports to the Project Manager as directed.
  8. Fully comply with Seismic and Survey Field Representative - HSE Leadership Standard", including requesting performance feedback at the end of the project from Contractor Party Chief and Seismic Project Manager.
  9. Deliver the HSE Requirements of the as defined in Annex A of the HSE Aspects Guide.
  10. Execute the HSE aspects of the Project Oversight Plan.
  11. Provide subject matter expertise to the team and the contractor on the interpretation and implementation of Section IV of the contract and the HSE content of the call-off.
  12. Intervene, and where necessary escalate, where work is seen to be unsafe or contractor behaviours are inappropriate.
  13. Advise and inform Seismic Acquisition Project Manager on HSE issues, status and metrics.
  14. Evaluate and monitor implementation of contractors HSE management systems.
  15. Monitor, investigate, identify and resolve subproject HSE issues, evaluate HSE Metrics, and provide reports as required.
  16. Ensure that HSE requirements are followed during the survey
  1. Generate daily, weekly, monthly reports and distribute them via emails to technical managers.



Expectations of Field Representatives team member
Members of Representatives Team shall do the following:
a. Read and understand the relevant parts of the applicable contract;
b. Follow the survey Contractor's HSE management system and local HSE and administrative arrangements for living and working on a crew;
c. Follow the Contractor's arrangements for emergency response as required, including attending drills, debriefings and training events;
d. Be fully conversant with the Golden Rules of Safety
e. Attend survey Contractor's daily toolbox meetings before work, and other meetings as appropriate;
f. Wear and/or use the PPE required by the survey Contractor for the work areas they enter;
g. Respect the right of any Contractor personnel to stop any Field Representative unsafe activities;
h. Take part in survey Contractor review, auditing and other assurance programmes as set out in their project-specific briefing;

Note that this role may occasionally be covered employees, by HSE Field Representative or by LFR.

Experience
20 years of HSE and 10 years on Lead HSE supervision of onshore seismic acquisition crews
Experience on managing and supervising large onshore seismic operations, High Productivity Source Acquisition (ISS, DS3 or similar) and multi-cultural teams is a must.

Language
English, preferably French, Arab

Water Treatment Engineer

Petroplan are seeking a Water Treatment Engineer to work in the North Sea on a 6-12 month contract.

The selected candidate must have SRP/SRU/SWRO/Offshore water treatment operational experience. Along with experience working in an offshore Oil and Gas environment.
Essential that you must have valid Offshore certs: BOSIET or FOET, valid offshore medical MIST

The selected candidate duties will include the chemical cleans of membrane trains as well as overseeing any extensions. You are also required to ensure constant optimization operations of a 240KBPD SRP package. Utilizing a MicroFiltration type pre-filtration system consisting of 8 Racks, complete with backwash and chemical cleaning systems.

Rate: £450 per day

Rotation: 3 weeks on/off

Our client, a leading owner/operator Oil & Gas organization is looking to add a Health & Safety Administrator to join their oil sands operations in the new year. This is a 1 year independent contract with a 4 days on, 3 days off rotation to site (flights, camp provided).

Position Overview
This individual will provide administrative support to the Health & Safety Team Leads while promoting HOIMS throughout the Oil Sands Business Unit.

Key Responsibilities

* Provide Oil Sands Business Unit and Corporate data reports to leadership teams, on demand, and on a regular basis (Weekly, Monthly, Quarterly and Annually).
* The data required will be identified by the Health & Safety Leadership Team.
* Follow the Onboarding and Off-boarding Workflows as per SNRS-00-99-HS-PR-0007
* Distribute information to specific distribution lists on upcoming training or changes that are required to be shared within the Oil Sands Business Unit.
* Support the Health & Safety team with new initiatives.
* Support Drivesafe Program
* Emergency Services Department and Auxiliary Emergency Response Team - supporting management of the Competency Spreadsheet and MS Project Scheduling
* Managing SAP workflow and reporting for ESD PMs
* Assist with maintenance of training records.
* Assist security with the general onboarding process and badge requirements
* Support Knowledge & Competency Coordinator in testing new or revised computer-based training.
* Provide administrative and logistical support for site access of visitors, vendors, contracted service providers etc.
* Support the Health & Safety team to follow the Document Control Process. This would include but not limited to formatting the document, requesting the review process, advising Document Control for publishing of documents.
* Support the Health & Safety team by managing the DM (Document Management) Folders. This includes but limited to creating and deleting folders within DM, creating, deleting and moving documents within DM. Ensuring that published documents are in the correct folder.
* Support the Health & Safety team manage the Share Point Page.
* Assist the Health & Safety Department in development of presentations, surveys and interactive games.
* Participate in Contractor Audits (Training & Alcohol & Drug) as requested by the Health & Safety Leadership Team
* Support Health & Safety team by ensuring required Purchase Orders have been created, services and materials are acquired and placed in inventory
* Key point of contact for promotional items this includes ordering, tracking and inventory.

Key Qualifications

* High school diploma
* Post-Secondary Administrative or equivalent training is highly desirable.
* 3 - 5 years in related administrative/technical role within Health & Safety
* Ability to use database figures and statistics to generate reports, charts etc.
* Previous experience with SAP and/or Success Factors is highly desirable.
* Experience working with O&G training and competency standards and guidelines
* Demonstrated ability to work closely with teams of engineering staff and contractors.

Commissioning & Completions Manager

Our client, a leading Oil & Gas owner/operator organization is looking to add a Commissioning and Completions Manager to their team for a long term independent contract in Calgary.

Position Overview

The C&C Manager will report to the C&C Director and will play a focal interface point for all other team members. The C&C Manager will also assist and cover for the C&C Director as required. The C&C Manager is responsible to plan, develop and oversee the safe execution of all aspects of C&C activities. This individual will ensure that the areas are adhering to the schedule and priorities based on the developed plan. Reporting directly to the C&C Manager will be the C&C Area Coordinator as well as the RFO Manager.

Key Requirements

  • 15 - 20 years of experience in similar Commissioning roles in both Brownfield and/or Greenfield Projects
  • Power Engineering Certificate or Journeyman trade ticket with sufficient Operations background
  • Strong Interpersonal skills
  • Ability to work in a variety of Industrial backgrounds
  • Strong working knowledge of OH&S Regulations
  • Proven Leadership experience


Key Responsibilities

Responsibilities include but are not limited to:

  • Assists the C&C Director to identify resource needs at key project phases and to develop Integrated Completions and Commissioning Team organization.
  • Establishes Integrated Completions and Commissioning Team staffing requirements.
  • Is responsible for coordinating and executing TCCC interface and Commissioning activities required by the C&C Plan.
  • Coordinates and provides assistance and guidance to Contractor to update the Systems Completion Plan at appropriate Check Points to ensure it is in accordance with the approved Project Systems Completion Strategy. Ensures alignment with Project Engineering, Construction, Quality, Procurement and Start Up/Operations.
  • Collaborates with Start-up Manager to ensure a safe and effective execution of Commissioning activities and to ensure all C&C contract requirements are met.
  • Manages TCCC and commissioning interfaces between Project Team and EPC Contractors to facilitate successful commissioning and hand-over.
  • Coordinates and interfaces with Project Team, Turnover and Acceptance Coordinator, Start-Up Team, and Operations to ensure Ensures Completions and Commissioning Teams are fully conversant with the C&C Model.
  • Monitors static and dynamic commissioning activities, assists in resolution of TCCC completion and commissioning related issues to ensure satisfactory quality is attained.
  • Provides assistance to Contractors for utilization of a standardized (uniform across all projects) computerized Document Management System (DMS) for tracking, certification, and quality purposes.
  • Define the standards and guidelines by which the construction contractor must deliver the assets and supporting documentation.
  • Ensure progressive review of all engineering and turnover documents.
  • Support the construction contractors during construction completion and pre-commissioning. This includes witness and hold points, exhibit signoff, QA/QC oversight, line cleaning and dryness.
  • Manage the completion of all loop and function checks.
  • Ensure a safe and effective Electrical Energization plan is developed and adhered to.
  • Ensure a level 4 schedule is developed to define the sequence and durations required for system turnover and commissioning. All activities identified from construction completion until project completion. Project resource requirements and critical paths.
  • Manage the development of all C&C planning packages.
  • Manage the completion of commissioning activities. This may include leak checks, nitrogen purging, flushing, decompression blows, rotating equipment run ins and starts, and first fills.
  • Ensure a Pre Start Up Safety Review is completed prior to start up which ensure the asset is safe to operate and / or introduce hazardous energy.
  • Ensure a safety program is implemented, adhered to, and reported on. This may include an SOS program, audit program, incident investigation and housekeeping audits.
  • Manage the development of a commissioning tracking database and tracking tool. This database will be used to estimate resources and report on progress using a check sheet format with an automated tool.
  • Interface with Construction and Turnover managers to ensure milestone schedule is met.
  • Participate in weekly CMT meeting to ensure alignment with the project team
  • Support the develop and implementation of the Safety In Transition plan. This plan will ensure a safe work environment during the transition phase from construction through commissioning and operation.
  • Develop an Organization chart which matches the scope and schedule of the project. Identify resource requirements from both the sustaining organization and external contractors, and ensure resources are in place to support C&C activities
  • Manage the identification and procurement of all vendors required to support the C&C team.
  • Develop a budget forecast for the commissioning and start up window.
  • Manage the permitting and control of hazardous energy for the facility according to the organization's CHEPTW guidelines.
  • Manage the forecast and resourcing of final walkdowns and subsequent punch closure verification.
  • Develop and distribute a list of system priorities for the turnover and startup of the facility and have this communicated to Project Resources and SCM with this being included in the contract language.

Petroplan are seeking an experienced HSE Specialist to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will initially be based in Houston but require to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019


Job Overview:
Under general supervision, the HSE Specialist solves complex problems requiring detailed knowledge of field and industry best practices. He/She uses experience and problem solving skills to develop and improve processes. May provide guidance to less experienced team members.
Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate safety engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with safety requirements. Provides technical assistance to other safety professionals assigned to projects and other project functions.


Duties / Responsibilities:

  • Implements health, safety and environmental policies, procedures and guidelines for the employee and department/site safety.
  • Creates incident reports and performs inspections to ensure conformity in all areas of HSE.
  • Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes and regulations.
  • Determines prerequisite for and organizes audits of company operated properties.
  • Keeps informed of regulatory requirements and auditing standards.
  • Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics.
  • Implements and conducts project safety orientation to employees on site
  • Performs daily safety audits


Skills / Experience:

  • Undergraduate degree in related field, to include Construction Management and/or HSE, preferred
  • Minimum 5 years field safety experience
  • Knowledge of safety procedures, engineering systems, principles, and methodologies.
  • Knowledge of national and international safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.
