Our client, an emerging Operator within the Oil & Gas Industry, has a requirement for an experienced Contracts Analyst with a focus on EPC Contract bids & tenders.
The role will be initially based in Houston, TX however may require visits to Project Sites both domestically and internationally.

Job Overview

The Contract Analyst will support the Project Manager Contracts & Procurement in administering and tracking EPC and other primary contracts. The Contracts Analyst will track, monitor contract changes, deliverables, notices, correspondence and help maintain associated documentation. In addition, the analyst will perform detailed analysis on all change orders and claims and will run financial and economic impacts as necessary. Participate in an open book process and provide support to the Contracts, Procurement and Project Controls team in an effort to achieve lump sum pricing for the EPC execution phase of multiple LNG projects.

Roles/Responsibilities

  • Analyze material, notices, deliverables, proposals, open book estimates and change orders to advise project staff on issues and help in determining negotiation strategy.
  • Maintain tracking spreadsheets to monitor contracts, participate in efforts to conform cost plus work to lump sum EPC phase, and track subsequent change orders and notices.
  • Coordinate with members of the project teams to gather information and draft responses to contractor questions, notices and RFIs.
  • Create materials for project and other management reports (MS Word, MS PowerPoint, MS Excel)
  • Interpret relevant data and information from a variety of industry, government and public sources.
  • Collaborates with other members of JV, or appropriate Stakeholders, as needed, to engage knowledge experts with a particular product category. Engage them in contract strategy and analysis as appropriate.
  • Use project tools to manage documentation relating to Project Contracts.
  • Develops and integrates contract management tools, templates, methods and processes.
  • Aids the Contracts Advisor and Sr. PM Contracts and Project Controls in preparation for meetings with contractors and management as required.
  • Aids in updating the Project Risk Register as project risks impacts and occurrence probability changes

Experience / Education

  • Ideally holds a Bachelors Degree
  • Minimum of 3 x years project experience within the energy / oil & gas industry
  • Ability to work with multiple parties and clients (internal and external)
  • Ability to create effective presentation graphics, and images in various formats for various uses
  • Ability to represent complex data relationships in simple, easy to visualize formats
  • Strong research capabilities; specifically researching LNG and contract information on multiple data bases
  • Ability to use technology to streamline tracking and contract management
  • Position requires modest supervision
  • Proficiency using Microsoft Office software, specifically demonstrate a high proficiency in Excel
  • Must be able to know when to consult subject matter experts and go back to supervisor or client for more direction

Our client have a newly created SOC team which they are still looking to hire for.

In this role you will be gathering information and analyzing IT security risk. The overall aim being to minimize this risk. This is truly the front line of their security function.

Main responsibilities and duties include; monitoring and analyzing big data and providing automated feeds into the SOC. Incident management. Giving direction to the business and IT teams and having confidence to provide advice and guidance.

Successful candidate's experience and background:

5 years plus experience within IT Security, ideally a SOC.

Experience with one or more of the following tools; Active Directory, Carbon Black, Palo Alto, Splunk or SIEM.

Past experience with Anti-Virus, Intrusion Detection Systems, Firewalls and Vulnerability Assessment tools.

Experience with SPLUNK would be a massive advantage.

CISSP and or CCNA certifications are also an advantage.

Procurement Manager

Petroplan are seeking an experienced Procurement Manager to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will be initially based in Houston but required to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019.

Duties / Responsibilities:

  • Provide strategic leadership in all areas of Procurement to the project team, delivering the procurement of Services, Materials and Equipment in an effective and timely manner.
  • To actively plan and co-ordinate sourcing strategies with the project team and align contracts and negotiations to ensure procurement requirements are met.
  • Responsible for supporting any disputes, negotiations or commercial discussions supporting the project team.
  • Effectively manage key vendor relationships, with significant involvement in contract negations and the establishment of terms & conditions & ensuring beneficial, commercially sound outcomes for the project.
  • To gain the best suppliers and guarantee an optimum supply chain for project materials & equipment
  • Conduct and support supplier evaluations, performing economical approval when necessary
  • Ensure contract terms and conditions are kept up to date, and minimize exposure to the risks inherent in contracting
  • Work with accounting function to ensure that payments are made in compliance with agreed terms
  • Ensure resources are consistently provided to the project team in order to achieve project KPIs in a cost effective and customer focused manner.
  • Maintain oversight of project expenses in accordance with the approved budget and Corporate Governance principles.
  • Ensure appropriate procurement standards, processes and guidelines are established and maintained, ensuring all work is done in compliance with relevant legislation, regulatory requirements, and based on best practice and industry standards.
  • Ensure that efficient and effective integration with the warehouse, to ensure service from department meet Project team needs
  • To evaluate and execute continuous improvement opportunities to optimize the procurement process, improve commercial outcomes and minimize risk. Capitalize on synergies across the project team are maximized in purchasing arrangements.
  • Input into project reporting is done so in a timely, accurate and succinct manner
  • Demonstrate leadership in achieving all goals in relation to Project execution.
  • Contribute to a performance culture in the organization; providing continuous performance feedback.
Skills / Experience:
  • Bachelor of Commerce or Business Degree
  • Preference for 10 years' experience in major capital development and execution projects, with specialist skills in Procurement
  • Experience gained in petrochemical or related industry
  • Strong commercial experience, including analytical skills
  • Proven working knowledge of contract and insurance law & tendering process
  • Demonstrated negotiation and influencing capabilities
  • Contract Law expert
  • In depth knowledge of standards and procedures and industry best practice
  • Ability to communicate with a range of people - both internally across all levels, and also external stakeholders

Supply Chain Category Manager

Petroplan is currently hiring for a Supply Chain Category Manager for a major Oil and Gas Company in Houston, TX with relocation to Saudi Arabia.


The Supply Chain Category Manager's primary role is implementing the category management methodologies to support the UR operation. Through this role, you will play a central part in the development of category/sub-category demand forecasts, supply market analyses, and category management strategies. You will be responsible for implementing these strategies to maximize the total life cycle value obtained from the categories. In addition, you will lead supplier relationship management activities.

Minimum Requirements:

  • Bachelor's degree in Engineering, Business Administration, or a closely related field and a Masters would be desirable.
  • Minimum of 10 years of progressive field-based experience in the oil and gas industry with deep and extensive knowledge of either drilling fluids category management and commodities OR drilling and completions category management and commodities.
  • Experience working within unconventional resources and possess sound knowledge hydraulic fracking and understanding of Drilling Fluids, coring, mud logging, etc.
  • Knowledge of JD Edwards and SAP systems.


Duties & Responsibilities:

  • Demand forecasting: Participate in the development of demand forecasts and identify implications of such forecasts.
  • Category strategy development: In coordination with the conventional Materials Supply category management organization you will develop category management strategies for drilling and completions categories and sub-categories, considering both the internal UR requirements and supply market conditions, to maximize the total life cycle value delivered to UR business users. You will develop category workbooks and procurement strategies to be implemented over the next ten years and present these strategies to key stakeholders and management. You will also ensure that category strategies comply with legal requirements and company policies, value assurance frameworks and business principles.
  • Strategic Sourcing implementation: Prioritize strategic sourcing activities for the categories/sub-categories, and lead the execution of these activities (implementing the category strategies), including supply market engagement, preparation of RFP/RFX, evaluation of responses, negotiations, and development of strategic agreements.
  • Supplier Relationship management: Develop segmented supplier relationship engagement models for suppliers, monitor supplier/category performance, and engage with suppliers to improve performance.
  • Build and maintain effective relationships with major contractors and suppliers at top management level, leveraging such relationships with relevant markets to provide current and insightful market intelligence.
  • Cross-functional coordination within UR: Coordinate with UR business users, technical proponents, and other UR Supply Chain functions (such as tactical procurement and materials management) to ensure that the maximum value is obtained from the categories.
  • Coordination with conventional Materials Supply: Coordinate with category managers in the conventional Saudi Aramco Materials Supply organization, to ensure alignment of category strategies at the corporate level and a unified approach to market for strategic categories while utilizing your extensive knowledge and experience to ensure that UR implements a cost-efficient and effective category management function.

Job Overview:
The Deputy Project Business Manager will assist the Project Business Manager with the development, management and administration of Project Business Services - insurance, tax, procurement, assisting with employee logistics, contract administration and compliance, legal affairs, commercial negotiations, project risk management as well as financial and commercial reporting and analysis.


Duties / Responsibilities:
Assist the Project Business Manager with the following:

* Commercial and financial analysis
* Project cost assessments
* Risk assessment and risk register
* Contracting strategy
* Potential execution options
* Sets up Project account budgets and cost management and accounting system
* Tax strategy and tax accrual processes including interface with the tax department and local Tax authorities - this includes import and export duties and tariffs
* Maintaining overall Project financial and accounting records and reports
* Assist with corporate audits and/or third party audits where appropriate.
* Manage cash flow, cost forecast and trending updates in partnership with Project Controls team
* Manage accounts payable/ accounts receivable function
* Participates with the EPC estimate development and Owners cost review and consolidation into TIC budget basis with assistance from Project Controls and other team members
* Insurance requirements
Contract Administration
* Assists with Contractor commercial administration
* Contracting and Terms and Conditions review and support with legal department and the Project Director
* Participates in the review of engineering and construction contracts contain requirements for Project Controls and specify all necessary project control documents and participates periodically in audits the assess the Contractor/s' compliance with the requirements

Skills / Experience:
* Bachelor Degree (or equivalent) in Engineering, Construction Management or Business.
* A minimum of 10 years' of Project Business Services capital projects experience
* Demonstrated supervisory experience
* Experience in all phases of capital development from concept / screening through construction, commissioning and handover
* Strong communication and interpersonal skills required to interface effectively with all levels within the organization and external customers
* Ability to work under tight deadlines and capable of operating independently
* Proficient in software applications to include: Primavera, ASPEN, and other enterprise reporting tools, Microsoft Office - Word, Excel, Access, and PowerPoint
* Proficient in standard functionality of cost control software packages
* Proficient in Total Installed Costs (TIC) estimating skills / concepts
* Experience in contract management procedures / strategies
