Internal Quality management :
The Inspection coordinator will be responsible for the following tasks :
Update the Inspection activities "chapter" of the Project Quality Plan if needed

Prepare weekly and monthly reporting to the Project Quality manager and Work Package manager

Manufacturing Quality management:
The Inspection coordinator is located within project team to implement the quality control approach and will be as close as possible to contractor's team. The Inspection coordinator is the main point of contact of Contractors for manufacturing concerns, quality issues and inspection notifications. The Inspection coordinator is responsible of the correct implementation of the surveillance strategy by Contractors (manufacturing scope of work). Following tasks expected :
Prepare and attend Pre inspection meetings at Contractors/sub-contractors's main factories regarding Inspection subjects.
Review the ITP's from Contractors in accordance with the surveillance strategy.
Select the quality points of control and validate the Inspection and Test Plan (ITP) in relationship with the technical specialists
Verify the proper implementation of each ITP during manufacturing by Contractors
To manage the Inspection notification (Review, Witness or Hold points) and to follow the points of controls as per Inspection and Test Plan.
Manage the process and follow up of non-conformances (NCR) and track changes (modification requests) and Observations (OWL) during manufacturing until closure (including OWL, non-conformances and changes register update).
Review of documentation related to inspections (Procedure, inspection records⣦) with technical experts.
Could perform some important inspection at manufacturer's site (as defined in the surveillance strategy)
Manage manufacturing inspectors with inspection agencies (selection, follow up, review of inspection report⣦)
Prepare and attend Factory Acceptance Test and review FAT reports with technical experts.
Review of End of Manufacturing reports (EOMR) in close collaboration with technical experts until any observations are closed (withdrawal of reservations).
Prepare Inspection Release Certificate for Project approval and Punch List if applicable
Duty to alert and decision to stop the manufacturing operations when necessary (in agreement with the Project Manager)
Deliverables shall be submitted by the Inspection Coordinator for approval to client representative. At the end of each month; a report is requested listing all activities performed by the Inspection coordinator during the past month. In particular, as part of the delivery phases, the following project deliverables are requested:
Review of Contractor ITP's
Review of Inspection reports
Review of EOMR
Update of the Inspection register (inspection agencies)

We are looking for an Electrical Field Engineer to join our team in Europe (either based in Belgium, Netherlands, or France.)
Role Description
As an Electrical Field Engineer you will be responsible for troubleshooting, repair, preventive maintenance, installation and some design of electrical equipment such as rotating machines, static systems and devices and supporting construction activities for plant improvement projects and commissioning activities for new plants and additions to existing production plants.
You will respond to any major occurrence of electrical breakdown, carry out prompt inspection, analyse the fault, repair and re-commission affected plant and equipment to assure the minimum loss of production and support plants with maintenance according to the Plant Maintenance programme. OVERVIEW OF ROLE
The Project Operations Manager (POM) is accountable to the Project Manager for the safe and efficient execution of overall project operations, in accordance with planning constraints, associated cost envelope and project quality requirements.
The POM is responsible for the co-ordination of the marine spread and onshore operations during the execution of Projects. When supporting tenders, the POM reports to the Tender Lead and is responsible to produce the required deliverables for the leanest and most efficient offer.
Specific Key Responsibilities & Activities
Project support
Operations planning:
Select the spread for the offshore operations: construction vessels and 3rd-party chartered support and transportation vessels.
Define the scope of work (SOW) for each vessel and liaise closely with the VOM and OMT to ensure the defined scopes are optimised accordingly.
Liaise with SCM Chartering Manager to ensure scopes for third party vessels are appropriate and where possible functional requirements are included in the Charter Party / Subcontract agreement.
Organise installation feasibility / PHA reviews involving operational personnel (OMT) and Vessel Operations Managers (VOMs) prior to initiating the detailed installation engineering.
Review and Comment the MDR (Installation engineering documents).
Engage as early as possible with the Pipeline Group and Installation Engineers to ensure installability of the products and that the installation methodology is in line with expectations for operability in particular with respect to waiting on weather.
Liaise with the Installation Engineers and the Pipeline Group (PG), oversee the development of installation procedures to ensure compliance with Contract and the various requirement identified in the Project reviews.
Liaise with the Project Engineering Manager to ensure documents are timely issued in line with operational requirements.
Define SOW for Subcontractors / Vessel Owners and ensure requirements are properly and appropriately cascaded into the Subcontract / Charter agreements Monitor SCM selection of subcontractor's on operations related issues.
Prepare a third party facilities interface plan as required.
Prepare the SIMOPS plan in conjunction with other stakeholders
Review and comment the project Inspection and Test Plan (ITP).
Interface with the project technical manager to identify critical parts of the work (technical, clash etc.) and initiate applicable Risk analyses
Ultimately responsible for driving the readiness process for operations onshore and offshore and ensure timely approval to proceed.
Vessels readiness:
Responsible for the marine spread assurance including organising the supporting surveys and audits as required.
Check & ensure the country regulations requirements are followed.
Check the communication means availability for chartered vessels.
Organise the manning of chartered vessels with the support of the Crewing department (Define, Allocate, Logistic) and Owner.
Define personnel requirements (POB) for project subcontractors' quantity/functions such as pre-commissioning staff.
Review & Endorse POBs for all vessels (quantity /functions) ensuring requirements for Competency and Familiarity are met.
Arrange "In Country" reception of vessel and operations crew to ensure compliance with local /client vaccination requirements (incl. COVID).
Ensure that Subcontract personnel are in compliance with local /client vaccination requirements (incl. COVID).
Ensure availability of project specific safety equipment and personnel with support of HSE.
Follow-up of chartered vessel management as VOM (Audit, POB, Mob, HSE, Emergency Plan).
Planning, Budget & Co-ordination:
Establish the baseline operations schedule, constantly updating it and optimising it.
Ensure Spread availability, external spread booking.
Attend regular country operations meetings.
In co-ordination with the Project Service Manager review the as-bid budget for in-country logistics and operations, establish and monitor monthly the estimate-at-completion (EAC) budget for in-country logistics and operations.
Ensure project COL (Costs of Loss) are captured, reported and addressed.
Ensure 3rd party services costs and planning are tracked and monitor their cost base.
Logistic Support to Operations:
Define all logistic requirements to support the project operations to ensure the timely deployment of resources (personnel, equipment and vessels). Liaise with company country organization (or local agent) for logistic purposes (Project Equipment and Material) In and Out of company Base.
Monitor local logistic support and improve it if required.
Define crew changes method from vessel to shore and the relevant logistics.
Organise importation of project equipment and material in country. Identify permanent/ temporary imports and hazardous materials / Dangerous Goods requirements.
Organise vessels clearance in the country of Operations.
Mobilisation:
Ensure full spread readiness to start the operations. Develop the Mobilisation Plan.
Arrange Stake Holder review meeting to co-ordinate yard activities and loadouts for timely delivery of Project materials.
Organise the timely mobilisation of subcontracted personnel.
Prior to start operations, organise Project Familiarisation meeting for the vessels crew.
Organise mobilisation of Client Representative. Co-ordinate with Client access to site.
HSE:
Arrange Risk Assessment review meetings with stake holders.
In co-ordination with the project HSE manager, ensure resources (Medivac, security boats⣦) to support Offshore Bridging Document (including Emergency Response Plan) are available.
Ensure Permit to Work system is in place at remote facilities. In co-ordination with the project HSE manager arrange training of personnel for compliance to non-company facilities requirements.
Review the safety reports and contribute to closing the necessary remedial actions.
Operations:
Organise the sequence of offshore operations.
Daily management of the support spread as per vessels requirements (incorporables, fuel, water, food).
Organise daily conference calls for progress follow up and instruct the vessel on the following activities.
Support the PM in liaising with Client (onshore) regarding operational matters.
Define with the PM the level of management-of-change (MOC) and approve Major MOCs during execution of the project.
Manage company contribution to SIMOPS with other offshore assets.
Provides all required evidence to lodge any contractual claims, should they arise.
Ensure Non-Conformance Report are issued and closed out as required.
Issue the daily offshore spread activity report.
Demobilisation:
Develop the Demobilisation Plan.
Ensure all project equipment are timely demobilised and returned to suppliers.
Ensure export compliance.
Liaise with the yards to return fabricated installation aids and re-certification of rigging.
Feedback / Knowledge management:
Participate in Lessons Learnt meeting.
Provide input to the Project Operations Report.
Tenders Support
Identify the key Operations deliverables and establish the platform to support an effective tender submission through development of the schedule, cost comparisons, vessel and personnel operational requirements.
Collaborate with the Pursuit team, and the Tender Lead to develop the operational strategy for the tender.
Coordinate and consolidate all inputs from multiple disciplines (Engineering, SCM, Fabrication, Operations, etc⣦) to support the development of the operational planning.
Think out of the box to improve the offshore schedule and make the most of the client constraints.
Define requirements and produce SOW for SCM for 3rd party vessels and assets chartering/hiring.
Support the estimators in producing costing for the tender and its options.
Liaise with Engineering and VOMs to define the vessels POBs and provide input to the Estimators.
Support the Tender Lead with the preparation of presentations for gate reviews with the GPC&AP management team and Executives.
Support the tender lead and region with the post submission clarifications and negotiations to secure the win.
Organise and host meetings with the disciplines to facilitate the offshore schedule review.

Prepare a third party facilities interface plan as required.
Prepare the SIMOPS plan in conjunction with other stakeholders
Review and comment the project Inspection and Test Plan (ITP).
Interface with the project technical manager to identify critical parts of the work (technical, clash etc.) and initiate applicable Risk analyses
Ultimately responsible for driving the readiness process for operations onshore and offshore and ensure timely approval to proceed.
Vessels readiness:
Responsible for the marine spread assurance including organising the supporting surveys and audits as required.
Check & ensure the country regulations requirements are followed.
Check the communication means availability for chartered vessels.
Organise the manning of chartered vessels with the support of the Crewing department (Define, Allocate, Logistic) and Owner.
Define personnel requirements (POB) for project subcontractors' quantity/functions such as pre-commissioning staff.
Review & Endorse POBs for all vessels (quantity /functions) ensuring requirements for Competency and Familiarity are met.
Arrange "In Country" reception of vessel and operations crew to ensure compliance with local /client vaccination requirements (incl. COVID).
Ensure that Subcontract personnel are in compliance with local /client vaccination requirements (incl. COVID).
Ensure availability of project specific safety equipment and personnel with support of HSE.
Follow-up of chartered vessel management as VOM (Audit, POB, Mob, HSE, Emergency Plan).
Planning, Budget & Co-ordination:
Establish the baseline operations schedule, constantly updating it and optimising it.
Ensure Spread availability, external spread booking.
Attend regular country operations meetings.
In co-ordination with the Project Service Manager review the as-bid budget for in-country logistics and operations, establish and monitor monthly the estimate-at-completion (EAC) budget for in-country logistics and operations.
Ensure project COL (Costs of Loss) are captured, reported and addressed.
Ensure 3rd party services costs and planning are tracked and monitor their cost base.
Logistic Support to Operations:
Define all logistic requirements to support the project operations to ensure the timely deployment of resources (personnel, equipment and vessels). Liaise with company country organization (or local agent) for logistic purposes (Project Equipment and Material) In and Out of company Base.
Monitor local logistic support and improve it if required.
Define crew changes method from vessel to shore and the relevant logistics.
Organise importation of project equipment and material in country. Identify permanent/ temporary imports and hazardous materials / Dangerous Goods requirements.
Organise vessels clearance in the country of Operations.
Mobilisation:
Ensure full spread readiness to start the operations. Develop the Mobilisation Plan.
Arrange Stake Holder review meeting to co-ordinate yard activities and loadouts for timely delivery of Project materials.
Organise the timely mobilisation of subcontracted personnel.
Prior to start operations, organise Project Familiarisation meeting for the vessels crew.
Organise mobilisation of Client Representative. Co-ordinate with Client access to site.
HSE:
Arrange Risk Assessment review meetings with stake holders.
In co-ordination with the project HSE manager, ensure resources (Medivac, security boats⣦) to support Offshore Bridging Document (including Emergency Response Plan) are available.
Ensure Permit to Work system is in place at remote facilities. In co-ordination with the project HSE manager arrange training of personnel for compliance to non-company facilities requirements.
Review the safety reports and contribute to closing the necessary remedial actions.
Operations:
Organise the sequence of offshore operations.
Daily management of the support spread as per vessels requirements (incorporables, fuel, water, food).
Organise daily conference calls for progress follow up and instruct the vessel on the following activities.
Support the PM in liaising with Client (onshore) regarding operational matters.
Define with the PM the level of management-of-change (MOC) and approve Major MOCs during execution of the project.
Manage company contribution to SIMOPS with other offshore assets.
Provides all required evidence to lodge any contractual claims, should they arise.
Ensure Non-Conformance Report are issued and closed out as required.
Issue the daily offshore spread activity report.
Demobilisation:
Develop the Demobilisation Plan.
Ensure all project equipment are timely demobilised and returned to suppliers.
Ensure export compliance.
Liaise with the yards to return fabricated installation aids and re-certification of rigging.
Feedback / Knowledge management:
Participate in Lessons Learnt meeting.
Provide input to the Project Operations Report.
Tenders Support
Identify the key Operations deliverables and establish the platform to support an effective tender submission through development of the schedule, cost comparisons, vessel and personnel operational requirements.
Collaborate with the Pursuit team, and the Tender Lead to develop the operational strategy for the tender.
Coordinate and consolidate all inputs from multiple disciplines (Engineering, SCM, Fabrication, Operations, etc⣦) to support the development of the operational planning.
Think out of the box to improve the offshore schedule and make the most of the client constraints.
Define requirements and produce SOW for SCM for 3rd party vessels and assets chartering/hiring.
Support the estimators in producing costing for the tender and its options.
Liaise with Engineering and VOMs to define the vessels POBs and provide input to the Estimators.
Support the Tender Lead with the preparation of presentations for gate reviews with the GPC&AP management team and Executives.
Support the tender lead and region with the post submission clarifications and negotiations to secure the win.
Organise and host meetings with the disciplines to facilitate the offshore schedule review.
Identify and constantly update the key Operations related risks throughout the tender.
Throughout the tender ensure:
adherence to tendering procedures and processes and maintain traceability throughout the tender and post tender clarification and negotiation phases;
adherence to operations department ways of working to organise the activities and store the tender experience for future use/handover to project team.
PERSON SPECIFICATION

The successful candidates shall have/be:
Minimum of 10 years' experience in sub-sea construction recommended.
Able to demonstrate commitment to HSE and keen to promote safe practices.
Skilled in the co-ordination of multiple interfaces across functions.
Strong work ethic, willing to working in highly changeable environments, meeting tight deadlines whilst delivering high quality outcomes.
Possess experience in offshore operations, having worked on board installation vessels.
Committed to collaborative working in a multi-location team environment.
Mobility to travel to all international locations for short business trips or missions.
Good understanding of company products, activities and assets.
Fluent in English. Knowledge of French/Portuguese would be an advantage.
Skilled in Microsoft Excel, Word and Project.
