Background: In the late 1990’s Petroplan began working with our client to source, mobilize and payroll contractors for offshore oil and gas field developments, export oil and gas pipelines and onshore terminal projects – within the territory of the Caspian Sea. These contractors were required for both offshore work on platforms in a rotational shift pattern and onshore work within Baku and Tbilisi. We had office-based contractors in London, Baku, Tbilisi and Ankara – and in construction yards in Europe and Azerbaijan. Our contractors worked the pipeline route running from Baku across Azerbaijan, crossing the Caucasus mountains in Georgia, through Turkey and down to Ceyhan on the Mediterranean coast. We also had contractors working at the onshore terminal just outside Baku. At peak, we were managing over 250 contractors – all of whom were on rotation (both on- and offshore); or residential, accompanied by spouses and children.
Our value add: Petroplan registered a branch in Azerbaijan and in 2003 we opened an office in Baku – specifically to meet our client’s needs in the region. At the same time, we demonstrated our own commitment to local content by staffing the office entirely with Azerbaijani nationals. As most our contractors were Western expatriates, the local Petroplan team played an integral role in assisting them with practical relocation arrangements including travel, visa applications, medicals, inoculations, local orientation, school enrolment, accommodation and medical insurance cover for our contractors and their families.
Our office staff were local to the region; therefore they provided exceptional orientation and local support to our contractors. They liaised on their behalf with letting agents, landlords, maintenance and utility companies, banking staff and other service providers. Our staff also ensured that contractor accommodation met our client’s rigorous HSE specifications – with HSE representatives from the client organisation regularly inspecting contractor accommodation to verify compliance. In this way Petroplan looked after the safety of our contractors not only at work, but also at home.
In-country support was available not only during the onboarding stage, but throughout the assignment, with our team ensuring contractors were issued with the appropriate equipment for the role and that their training was kept up to date – in line with our client’s health and safety requirements. Our team also facilitated issue resolution where contractors required support with the local authorities and distributed client information bulletins as required, such as security notifications. Contractors all had ISOS clinic membership and our staff would often liaise with the clinic on their behalf, or on behalf of their family members.
Our service included a rigorous compliance programme that ensured our contractors were working in full accordance with the immigration code. There was a heavy administrative burden associated with this work, which was eased by our office staff being multi lingual (fluent in Azerbaijani, Russian, English and Turkish) and able to confidently liaise with local ministries; providing all the appropriate documentation for our contractors and supporting them throughout the process.
Petroplan was highly successful in carrying out this work for over ten years – until Azerbaijani employment legislation changed – and we remain a flexible and agile organisation that can meet our clients’ regional needs with a highly localised solution, that is enhanced and underpinned by Petroplan’s solid global infrastructure.
Outcomes: Our end to end service from recruitment though pre mobilisation, contractor management, payrolling and onsite support delivered through a local office has ensured the relationship with this Global Oil & Gas Supermajor has continued and evolved across other regions. We have provided in-country support to this client in Europe, North America, North Africa and the Middle East – including a range of challenging locations such as Iraq, Algeria, Libya, S.E. Asia, E. Asia and Indonesia.
