POSITION: OPERATIONS ENGINEERING MANAGER
REPORTS TO: GENERAL MANAGER - CSU & OPERATIONS

Position Description:
The position leads and directs the activities of the Engineering team at the LNG Facilities and assists in assuring Asset and Operating Integrity requirements are developed and implemented into the day-to-day operations. Provide and direct Engineering input/experience into the Operations of the LNG facilities and processes to ensure safe, efficient, reliable and in compliance with all established contracts, agreements, policies, laws and regulatory procedures.

Ensure Operations Department is kept appraised of new technology and engineering developments that assist the operational goals of efficient, effective, low cost operations while maintaining the safety and integrity of all operations of the enterprise.

Duties/Responsibilities:

  • Manages the Operations Engineering Team activities
  • Identifies issues and assist in maintaining the day-to-day Operations of the facilities within the safe design and operating envelopes of the Basis of Design of LNG Facilities
  • Manages and coordinates technical improvements and expansion of the plant as required and maintain efficient and cost competitive operations
  • Implements and maintains reliability processes that ensures continuous improvement of plant efficiency and reliability
  • Ensures regulatory inspections and documentation requirements are achieved and audit ready
  • Presents and lead the engineering portion of the monthly Financial and Operations meetings to management
  • Participates in the development of annual OPEX budgets to ensure on-line objectives are met within the operating facilities
  • Represents company in all regulatory audits and inspections
  • Represents company in Industry Engineering Forum/Programs and various functions when required
  • Develops and assists as required on scopes of work in facility planned shutdowns, project work and turnaround activities
  • Leads the equipment criticality/risk analysis effort, and validate equipment-sparing strategy
  • Leads engineering staffing reviews and selection process and follow the company Performance Appraisal process.
  • Organizes and participates in process HAZOPs during final design and construction phase of future and ongoing projects
  • Ensures equipment reliability/analysis/troubleshooting requirements are met as needed to correct deficiencies as they arise
  • Conducts or leads special studies on economic feasibility and on complex new technologies, methods and materials
  • Able to drive to all on-site facilities
  • Performs other duties and projects as assigned



Minimum Qualifications/Work Experience:

Minimum Required:

  • BS Engineering



Preferred:

  • Registered PE
  • Minimum Required 15 years of experience in Operations Engineering in LNG or Similar Complex Process Facilities
  • 15-20 years of substantial technical knowledge in LNG Liquefaction and specifically in APCI Liquefaction technologies
  • 10 years' supervisory experience
  • Required Knowledge/Skills/Abilities
  • Knowledge of engineering systems, calculations, applications and operations methods and materials, and engineering application of computers
  • Thorough knowledge of industrial and regulatory standards and design criteria in the engineering discipline

  • Support the policies, efforts, and programs of company Occupational Health, Safety and Environmental Management System. Ensures that HSE concerns are given priority in all activities completed within their area of responsibility. Implements routine inspections to ensure safe operating conditions.

The Principal Process Engineer should be fully qualified, experienced, professional and
proficient in the utilization and application of process engineering theories, techniques and
practices for FEED and EPC execution of Ethane Cracker project in Texas, USA. Function as
Project Process Engineer on large capital project supervising and assuming responsibility for the
work of the group.

Detailed Description:

  • Performs engineering and provides direct supervision of the work performed by process engineering team in Yokohama, Japan
  • Utilizes detailed professional knowledge to review and approve proposed decisions
  • Ensures compliance with industry code and standards with a specific focus on Texas engineering practices and regulations
  • Ensures compliance to company policies, procedures, and guidelines
  • P.E. stamps process engineering deliverables as per company policy and in compliance with the latest Texas engineering practices
  • Provides technical consultations for interdisciplinary analytical studies and analyses

  • Provides site support during construction, pre-commissioning, commissioning, performance testing, and startup as necessary
  • Develops or oversees development of operation and maintenance plans, standard operating procedures, O&M manuals, and may conduct on-site training of personnel work of the group.



Required Skills/Experience:

  • Registered Professional Engineer in the state of Texas
  • Thorough familiarity with process engineering theories, techniques and practices related to Ethane Cracker technology
  • Willingness for long term (12 months to 24 months) overseas assignment in Japan
  • Ability to maintain confidential information is critical
  • Excellent written and verbal communication skills
  • Strong interpersonal skills, with the ability to interact within a diverse, multi-cultural organization
  • Preferably a U.S. Citizen, or hold a valid US work visa that does not require sponsorship in order to legally work full-time in the United States.

We are looking for an HSEC advisor to work with a leading enegy business. The role will support the departmental HSEC Manager in activity predominately focused around the terminals and downstream aspects of the business.

The role reports to the Oil Department HSEC Manager. The role will advise and support on HSEC activity in both the London office and on the ground supporting terminal assets. This will require regular travel to assets which are mainly based in Africa, Europe and the Americas.

The role will ensure that London office and assets have access to capable and responsive HSEC risk management support. The role would suit a well-rounded HSEC professional with significant industry experience, able to work effectively in both a corporate and operational environment, preferably with significant international experience.


KEY RESPONSIBILITIES

  • The HSEC advisor will support the development and rollout of asset risk identification, assessment and management programmes. Verify that assets have appropriate risk registers, plans and critical control verification processes in line with company policy.
  • The HSE Advisor will Plan, execute and monitor close-out of HSEC assurance activity
  • Provide assurance that Asset HSE Management Systems effectively cover relevant 'verifiable outcomes' embedded in corporate HSEC policies. Support development and maintenance of Asset HSE Management Systems
  • The HSE advisor will plan HSEC input and support to project and technical design activity e.g. design safety reviews, PHA's, MoC, ESIAs, licensing, etc
  • The HSE advisor will collate, quality assure and report on asset sustainability performance
  • Act as specialist incident investigation resource and coordinate asset investigation and reporting
  • Support asset HSEC capability through coaching and mentoring of local HSEC personnel


EDUCATION & EXPERIENCE REQUIREMENTS

  • Engineering or Science Degree
  • Accreditation with a relevant professional body
  • Significant industry experience - preferably working in terminal or downstream operations.
  • Experience of working in emerging cultures, particularly in Africa

An experienced HSEC Advisor is required with:

  • Excellent interpersonal skills and ability to work with a wide range of people both at the front line and in a corporate environment at a senior level

Petroplan's client, an international engineering group in Houston is seeking an experienced LNG Lead Process Engineer to work on and provide technical assurance/leadership on assigned LNG projects in both the liquefaction and regasification spaces.

Key Responsibilities

  • Technical leadership and oversight of process engineering work being performed on assigned projects, including review of engineering deliverables for conceptual, feasibility, FEED, and detailed design phases.
  • Process heat & material balance (HMB) design and preparation of project HMB deliverables.
  • Prepare and develop BFDs, PFDs, UFDs, and P&IDs.
  • Maintain master copies of all process documents and enforce management of change (MOC) during process document revisions.
  • Prepare and develop process design criteria and basis of design documents and contribute to the project design basis.
  • Perform piping line sizing and hydraulic calculations.
  • Perform pump NPSH, flashing, and cavitation analysis/calculations.
  • Perform flare load capacity requirements.
  • Perform emergency depressurization calculation and studies.
  • Prepare emergency shutdown (ESD) hierarchy drawings.

  • Provide guidance and development to staff process engineers on assigned projects.

  • Demonstrate ability to interface and collaborate across multiple disciplines.

Required Qualifications

  • Bachelor's Degree in Chemical Engineering.
  • P.E. Certification (Texas) a plus but not required.



Experience

  • Minimum 10 years of project experience in process design with at least 5 years in LNG and Regasification process facilities.
  • Previous experience as a Process Lead, team leader or supervising others.
  • Experience in LNG plant commissioning and operations is highly desirable.


Skills

  • Strong technical competency in process engineering including knowledge of liquefaction and regasification.
  • Experience in the basic scope and design of utilities systems; safety systems, instrument air, nitrogen, water, fuel gas, drainage, etc.
  • Familiar with the hazards of hydrocarbon processes, cryogenic services, and the methods used to keep process facilities safe.
  • Strong knowledge of applicable codes, standards, and regulations and their implementation in LNG operating facilities.
  • Experience in man-hour resource planning and budgeting.
  • Experience and desire to participate in the growth of a developing technical organization.
  • Proficient in process simulation software; UniSim, HYSYS, ProMax, etc.
  • Exceptional written, verbal, and interpersonal communication skills.

Primary Purpose of the Job

The primary function of Head of Process Safety is to provide oversight of the client Risk group and provide safety and risk engineering support to all departments. Leads efforts to quantity operational risks for existing and new installations. Head of Process Safety is also responsible for the support, development and implementation of client Risk Management programs.

Principal Accountabilities

  • Serve as the subject-matter-expert (SME) with regards to the requirements and programs to manage the Asset's HES risks
  • Lead/participate in process hazard reviews such as HAZOPs, What-If's using applicable methodology to advise Asset functional departments in resulting actions and measures completion
  • Assist departments in process design reviews and identification of issues at conceptual stage and serve as the HES Risk lead for projects

Primary Purpose of the job
Supervises and provides direction on air quality, waste, water and endangered species management roles and responsibilities. Participates in strategic planning activities for environmental issues and develops fit for purpose environmental compliance programs.
The Sr. Environmental Engineer is responsible for supporting the Head of Environmental in relation to the environmental elements of the HESMS program including the protection of the environment in the workplace. Participates in activities relating to environmental issues resulting in continuous measurable improvement and implementation of fit-for-purpose environmental compliance programs.

Principal Accountabilities

  • Office based position supported by field visits, interacting with all company departments and contractors to perform work in conformance with HSEQ policies, procedures and industry good practice.
  • Execution of role may include travel to contractors / suppliers / fabrication yards / field construction sites.
  • Support Management in the development of HSEQ MS within the IMS documents and coordinate system(s) development cross-functionally
  • Establishes and maintains the Environmental Aspects within the HSE Risk Register
  • Develops, records and publishes KPIs including audit findings and compliance assessment relating to HSEQMS to identify patterns in performance and / or recommend improvement of HSEQMS
  • Provides environmental permitting support for proposed development projects
  • Ensures the management and implementation of a Comprehensive Environmental Management Program Environmental Plan (Manual), Waste management, Oil Spill, HAZCOM
  • Identifies environmental issues/concerns and develops environmental plans and requirements
  • Leads development of annual environmental-related goals.
  • Leads internal and external assessments (self-assessments, disposal sites and commercial laboratories, etc)
  • Conducts investigations into HSEQ MS failures
  • Establishes Environmental HSE system training programs to ensure that all staff are aware of requirements
  • Reports environmental performance to Management
  • Support compliance with HES requirements, maintaining environmental permits, coordinating Environmental Impact Assessment (EIA) Data collection for emissions inventory reporting, reporting of any spills, Tracking and reporting of ozone depleting substances
  • Assisting with implementation of an oil/chemical spill response plan.
  • Coordinating the sampling, monitoring and reporting on environmental parameters of water and soils as applicable.
  • Checking compliance with permit conditions, including produced water disposal
  • Be familiar with local regulations and laws relating to Environmental Protection and be in compliance



Knowledge, Skills and Requirements

  • Bachelor degree in Engineering, Environment or Science
  • Post Graduate Degree in Environment is a Plus
  • Broad knowledge of HSE laws & regulations
  • Broad knowledge of Environmental aspects within offshore Oil and Gas
  • Broad Knowledge of MS Standards
  • Excellent written and spoken English

Principal Accountabilities

  • Sick Bay Management- proper layout, fitting and equipment of the medical facility where they operate and assist in placing relevant orders for medical equipment. Maintaining the sick bay in a clean and organized state of readiness at all times.
  • Primary Care- Providing clinic services for minor illness or injury including relevant clinical assessment, treatment, and regular follow-up of all cases. Ensuring appropriate referral of cases that have not resolved.
  • Health Education & Health Promotion- Presenting information to employees on healthy lifestyle (alcohol, drugs, smoking, diet, weight control, exercise, etc) or other health-related topics
  • Disaster Planning- Ensuring that an area for triage and multiple causalities are identified. Ensuring that critical Medical supplies and equipment are pre-packed and available for emergency use.
