Role Synopsis


The organisation will be undertaken a large number of brownfield projects in order to support and enhance production over the coming years. The integration of the new projects into the existing sites and the engagement of the site operations staff will be critical in ensuring the success of Rumaila for the coming years. The role of the Operations Project Engineer is to provide a critical link between the project teams and the core operations staff.

Key Accountabilities

The project engineer role reports to the Operations Projects Team Leader and is responsible for performance management of the team
The primary aim of this role is to interface between operations team, BOC operations and the brownfield projects engineering team to provide operations and local site information in a timely manner to support the design process.
  1. Provide a link between the project and the degassing station staff ensuring the degassing station staff are fully engaged in the project process.
  2. Support the project development by reviewing project information and liaising with relevant departments to return all queries in a timely manner
  3. Develop operating strategies in conjunction with the wider operations team to support the project development through FEED
  4. Engage the BOC operations and maintenance staff in key document and engineering reviews
  5. Understand and support the project requirements for land, tie ins and associated facility turnarounds and feed these into the planning process.
  6. Manage the operations/projects interface TQ process, reporting TQ status and chasing down the completion of TQ's in a timely manner using the wider operations organisation.

Ensure that all operations activities associated with projects have a detailed plan and are tracked for progress to ensure that these are finished in a timely manner.
Support the planning function in operations to align activities within the plan to milestones and engaging projects teams to contribute to the plan in a timely manner.
Interface with 3rd party suppliers to ensure that all activities are included in the plan, milestone driven and tracked for completion.
Take on specific project management scopes in support of the team, particularly associated with emerging project interfaces with existing facilities
Support the prioritisation of work for the Operations Projects team to ensure that priorities are communicated in the weekly meeting.

Turnover Lead-Owner/Operator-Southeast Houston, Texas-Contract Opening


Our client, an expanding Owner/Operator, are presently seeking a Turnover Lead to join them at their offices in Southeast Houston. This position is a long-term contract role, offering an excellent rate of pay and potential career progression.


Key Responsibilities:

  • Participates in providing a planned, documented, and managed engineering and construction approach to the turnover and/or commissioning requirements for pre-commissioning and testing of final hand-over facilities, systems, and equipment to the client.
  • Participate in the development of the Systems Turnover program, the Site Quality Manual (SQM) assisting the Quality Manager and engineering discipline leads in determining the appropriate requirements for the equipment and project location to be included in the SQM.
  • Participate in the development of the Turnover Completions program providing safe start up procedures for energized pre-commissioning (static).
  • Manages the work to the terms of the contract by eliminating issues and optimizing performance.
  • Responsible for participation in preparing and managing the approved Turnover & Commissioning budget, estimates.
  • Participates in Subcontracting plans for pre-commissioning, turnover & commissioning, training, testing, reporting and start up activities.
  • Responsible for maintaining the system centric integrated turnover & commissioning schedule, reporting costs associated with commissioning labor and equipment, assisting in the development of a turnover & commissioning plan, managing commissioning personnel, and integrating activities with Engineering, Construction Management, and Commissioning activities and deliverables.
  • Participates in Project pre start-up and safety reviews and follows up for mitigation planning and execution.
  • Manages risk as assigned by the CSU Manager, Senior Project Management and/or Site Management by reviewing risk on a regular basis and identifies significant business risks.
  • Establishes system boundaries, scopes of work, and turnover & commissioning execution plans.
  • Communicates turnover & commissioning roles and scope for members of design and construction teams; understands the commissioning test plans/protocols, and coordinates and/or attends design, construction and operability reviews.
  • Fulfills contract and company requirements by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Project team.
  • Prepares turnover & commissioning progress reports for management, CSU Manager or others and assist in development of written test procedures as well as coordinate, witness, and document startup and functional tests.
  • Understanding the current capabilities of automation tools and ensuring that they are being utilized to the full benefit of the department and project.
  • Maintains a safe work environment by administering a proactive environmental, health and safety program oriented towards maintenance activities and zero accidents.
  • Continually improves personal technical, commercial, and organizational knowledge and skills.
  • Work closely with the Technical Department Leader to understand operational process instructions and ensure the facility safe operating limits are maintained
  • Oversee the daily troubleshooting of plant operational and performance problems
  • Work with the Maintenance Superintendent to prioritize daily operations and maintenance activities requiring Permit to Work.
  • Site Security Plan and the Site SIMOPS limits will be understood and administered to meet project requirements.
  • Host existing and potential customers on-site
  • Coordinate company relations with regulatory agencies and stakeholder
  • Other duties as assigned by the site CSU Manager

Process Engineer - Major Owner / Operator - LNG Project - Oil & Gas - Houston, Texas

Our client, an established Fortune 100 company and Global Owner / Operator, are currently looking to hire an experienced Process Engineer to support one of the major LNG projects. This company, whom boast a portfolio of global MEGA Upstream and Downstream Projects, are now looking to build their core LNG Engineering team in Houston. This position will be located in their Houston office and will eventually transition to the project location on the Gulf Coast.

Responsibilities:

* Develop LNG screening studies, pre-FEEDs, FEEDs, EPC and site support for various international operating companies.

* Technology and driver selection, CAPEX vs OPEX studies, preliminary layout and equipment sizing, P&ID development, hydraulic and safety system design.

* Decrease the cost of manufacturing, improve plant capability and reliability by using sound engineering methods to identify, define and execute capital expense and/or no cost improvements.

* Investigates and recommends new methods for driving efficiency in process systems and creating action plans to close gaps between desired and actual levels of performance. * Regularly reports on progress and post-completions of projects schedule and expenditures/cost projections.

* Regularly prepares project documentation such as operations and maintenance manuals. * Essential functions require presence in the workplace on a regular basis and an ability to work extra hours if needed.

* Is flexible to work overtime when needing to ensure required staffing capacity to meet daily production objectives.

Experience & Qualifications:

* A minimum of 5 years, proficient Process Engineering experience, within the in the Oil and Gas industry.

* A minimum of 2 years, MEGA LNG project experience, including post Design into EPC Execution, Commissioning and Operations stage.

* Minimum education: Bachelor's Degree in Engineering (Chemical Engineering is preferred)

* Must be able to work in fast-paced environment with an emphasis on timely delivery, cost consciousness, interactive work style and sound execution

* A Valid US Work Permit is required.

Expansion & Turbine Upgrade Project

Main Responsibilities :
? Part of the Fabrication and Installation management team during the execution phase of the offshore installation of additional living quarters and GTG upgrade project.
? Based at the fabrication yard initially then offshore during installation and hook-up (Travel to offshore platform as required during the project scope execution period) will assist in the development of the construction execution plan and other deliverables in conjunction with the EPCI contractor.
? Oversee fabrication and installation activities by EPCI contractor is conducted safely, on schedule and to acceptable quality in accordance with job specification and Company policies and procedures.
? Reports to Projects Construction Lead
? Maintain good relationships with Contractors, being flexible enough but also strict when necessary.
? Performs other similar or related duties as required or assigned by Project Construction Lead
Primary Accountabilities :

? Attend Contractors Daily Tool box talks at work site
? Actively participate in Project safety awareness and initiative schemes, Reporting of anomalies, Audits, promote Incident and Injury Free (IIF) culture, Trainings, HSE action plans, etc.…
? Be the main interface with contractor's construction site for the entire duration of the work at onshore and offshore until complete scope execution.
? Review and assessment of construction work packs, drawings, ITRs, ITPs and other deliverables submitted by CONTRACTOR to ensure the compliance with project requirements.
? Manage construction activities carried out by EPCI Contractor/Sub Contractors, ensuring the scope of work is achieved in accordance with contract requirement and time frame, and in compliance with specifications and standard established.
? Give clear instructions to contractor about work under LQ Expansion PROJECT scope of work like:
? Scope includes a new Jacket, Living quarter and the Brown field modification of an existing Living quarter plus integration of new facility with the existing facility.
? Structural, Piping & Mechanical works, Hot works (welding, cutting, grinding, spool fabrication, installation, testing, equipment installations etc. …).
? Painting works (including blasting)
? Participate to the elaboration of the 6 Weeks Look Ahead Planning
? Make necessary work site intervention between different disciplines, to have a safe, coherent and homogeneous works in all disciplines and to complete the job on time
? Monitor Contractor(s) performance in all discipline and address any areas of concern via COMPANY Construction Lead
? Ensure correct progress reporting by contractor and its validation through quantity metric and site verifications
? Review of Construction Method Statement from Safety, Quality, Engineering, and Construction perspectives
? Provide Engineering Input to resolve Construction Issues feasibility check of SQS, TQ, MOC proposals etc. raised by contractor's scope execution team.
? Look for ways to optimize the engineering, procurement, testing, and construction activities to assist the Contractor in meeting the project schedule.
? Review and quantity validation of Contractor request for Variation Orders.
? Ensuring that contractors' duties are performed by competent and experienced personnel and in sufficient numbers to achieve objectives.

? Conduct daily site review meetings to ensure compliance to the forecast Schedules and deployment of resources by Contractor.
? Highlight any shortfalls in Contractors execution methods & resources to meet the project objectives to Construction Lead
? Work with COMPANY Quality and HSE team to ensure CONTRACTOR meets all requirements.
? Promote and drive the involvement of Construction and constructability in areas of design, scheduling, preliminary execution planning, and detailed construction planning for onshore and offshore scope execution.
? Participate in site meetings, as required.
? Review Completion / final dossiers and as-built drawings of all disciplines.
? Responsible for over-seeing CONTRACTOR's compliance with PTW system.
? Support during pre-commissioning, commissioning and start-up as required.
? Provide assistance in the execution of the 'project close-out' activities.
Experience and Qualifications :
? Professional experience: Minimum 10 years in field supervision activity of major Oil and Gas Upstream projects with onshore construction, Brown filed and Hook up experience.
? Brown field experience essential
? Must have experience with Accommodation building structures and associated Architectural scope
? Graduate/Diploma Engineer, with technical competence in upstream projects Construction execution
? Experience in prefab, Assembly, Erection, Pre-com, and Commissioning and HUC Activities on major Upstream Projects.
? In depth knowledge of Commissioning and Completions Process from Construction through to Handover to Operations
? HSE consciousness, able to coordinate all related interfaces of disciplines.
? Relationship management (co-ordination) with Contractor and its Multidiscipline/Multicultural resources.
? Fluent in English. Good communication and co-ordination skills are required with Contractor, Sub cons and Projects other disciplines.
