A client of ours is looking to recruit a Project Engineer to add to their team off the back of several large contracts being awarded recently.

Ideally they are looking to attract a graduate engineer with 1 to 5 years' experience with experience working both Offshore and Onshore as a Project Engineer with experience developing procedures and working on tenders.

This role would suit a candidate coming from an IRM or Subsea Construction background or alternatively a candidate with from an Oil-Field Services background with experience in Cementing Operations and office based work.

The successful candidate will be offered a permanent position within the business and an opportunity to develop his/her skills in projects both in the Oil & Gas and Renewables Industries.

The OSBL Superintendent will be responsible for OSBL construction coordination and execution of the Project.
The OSBL Superintendent will coordinate the OSBL coordinators and supervise the Contractors' daily work include planning, organizing, directing and controlling methods of construction, manpower levels, material quantities, equipment, work schedule and documentations.

Primary Functions:

  • Responsible for Safety guidance and enforcement of site rules and regulations. 25%

Required Experience/Certifications:

  • Technical Diploma in Engineering and/or Certification as a Journeyman with supervisory training with significant experience leading a number of trade professionals.
  • A minimum of 20 years of experience on large capital projects
  • Proven track record of success as an effective leader and construction professional
  • Strong technical competency with regard to understanding engineering principals in support of the planning, execution and completion levels
  • Proven practical knowledge of current project and construction management tools and practices (e.g. cost management systems, scheduling, estimating, risk tools, constructability, etc.)
  • An understanding of the competitive environment and ideally bring an extensive personal network of contacts in the EPC, Oil and Gas and related large-scale process industries while understanding the issues and challenges is required

Reporting to the SCM Manager, the primary purpose of the incumbent in this position is to provide life cycle management of Projects Contracts from creation, revision and maintenance to close-out. He/she will execute Contracting strategies and plans in alignment with key business objectives.
Primary Functions:

Execute Supply Chain best practices for Contract Administration activities, ensuring these practices are in accordance with HOIMS, Supply Chain Policies, and all relevant Contracting Strategies and Contract Execution Plans in support of PDE Gate reviews and Project execution.

  • Provide oversight of Construction Contractors and Service Providers in managing Project Contracting activities (per division of responsibilities between client and E&P). 20%
  • Execute Pre-Award activities for main project services (Engineering, Fabrication, major Construction Work Packages): Develop EOI and evaluation criteria; Coordinate the evaluation of EOI, Bidders prequalification and shortlisting; Coordinate the development of Bid Evaluation Criteria and Plan (BECP) with PMT & CMT; Develop the appropriate commercial compensation structure for the SOW and conform the RFP; Issue the RFP and Manage the Bid process (as Single / Focal Point of Communications with Bidders); Coordinate the evaluation process per BECP; Develop and Prepare negotiation plans and Conduct negotiations, Prepare award recommendations and Route for appropriate financial and commit authority approvals, Issue Awards and Kick-off (with PMT/CMT); Conform the contracts and Route for execution by authorized personnel; Prepare Contracts Briefs (Terms of Reference) 10%
  • Execute Post Award Contracts Management (for contracts assigned to the incumbent) and support the management of Contractors Relationships: Compile data to assist in periodic reviews of Contractors' performance (Performance Scorecards/Metrics) against established KPIs; Support management of Contractors NCRs in accordance with the NCR process; Manage and Report on approved contract values (e.g. up-to-date Current Contract Value, Forecast Contract Value Vs. Approved Contract Value) and spend against Approved Contract Value (to ensure governance i.e. prepare amend decisions for proper approvals before committing additional spend). Manage the upkeep of Contracts Change Logs, Issues and Disputes Management Register (IDMR), disputes and claims mitigation plans; Route Change Orders, and Amendments for approval per process and signing authority guidelines. Work with Contractors to resolve day-to-day issues and expedite resolution. 50%

The Mechanical Static Equipment Lead reports directly to the Project Engineering Lead providing technical oversight of the project design and deliverables.
The Static Equipment Lead must provide leadership identifying design, schedule, cost, quality, and reliability risks and pro-actively work with other staff to quantify or qualify the risks so that timely decisions can be made for the benefit of the project.   • To provide necessary mechanical field engineering support during construction. 45%

  • Experience working on at least one oil and gas project as an Owner or Owner's representative at all post DBM phases of a project (FEED, Detailed design, Construction, Commissioning and Start-up).
  • 10 years' experience with API and ASME static equipment like heat exchangers, columns, pressure vessel, storage tanks and packaged auxiliary equipment.
  • 10 years' experience in Crude, Vacuum, FCCU and/or HF Alky process plants as a mechanical static equipment engineer. Preference is for actual experience in operating units as a maintenance engineer or operating engineer.
  • At least 10 years' experience with the contents of API standards, ASME/ANSI standards, HEI.
  • Familiar with identifying mechanical static equipment inspection and testing plan
  • Minimum of 15 years related Oil and Gas Industry experience
  • At least 10 years' experience reviewing or creating project deliverables such as technical bid evaluations, technical deviations, materials of construction selections, and project decision records.
  • At least 10 years' experience resolving rotating equipment issues using formalized root-cause procedures.
  • Prior experience in development and operation of downstream projects such as heavy oil


upgrading and refining.

  • Experience in presenting to executive audiences and EPC contractors
  • Excellent organizational leadership, interpersonal and technical skills
  • Driver's License is required for business travel
  • High level of familiarity with the contents of the API static equipment standards
  • Experience with heat exchangers, pressure vessel, storage tanks design software

The Mechanical Static Equipment Lead reports directly to the Project Engineering Lead providing technical oversight of the project design and deliverables.
The Static Equipment Lead must provide leadership identifying design, schedule, cost, quality, and reliability risks and pro-actively work with other staff to quantify or qualify the risks so that timely decisions can be made for the benefit of the project. This also entails providing detailed technical information on all aspects of rotating equipment at the request of other project disciplines.
Responsible for ensuring the mechanical equipment:

  • Can achieve performance, cost, schedule and reliability goals as detailed in the Project Development Phase and project charter.
  • Is designed consistent with Superior Rebuild project specifications and industry best practices
  • Meets regulatory and environment regulations
  • Adheres to all corporate and industry safety standards
  • Does not require extra-ordinary effort to install or commission



Primary Functions:

  • To provide necessary mechanical field engineering support during construction. 45%
  • Supporting the EPC mechanical engineering group to produce the DBM phase mechanical deliverables and studies. 10%
  • Working with Project team on equipment design, site demolition activities, technical bid evaluations, construction work packages, document reviews, commissioning package support, vendor shop inspections. 10%
  • Supporting the Project Manager to adhere to the project phase scope, and schedule. 10%
  • Interfacing with Superior Site staff to ensure cross boundary issues are identified and resolved effectively. 10%
  • Interact with vendors to resolve technical deviations and design standard exceptions. 10%
  • To actively participate in relevant reviews including: P&ID reviews, HAZOPS, 3D model reviews, Value Engineering, and any independent reviews as necessary. 5%



Required Experience/Certifications:

  • Undergraduate Degree in Mechanical Engineering
  • Professional Engineer; registered or eligible for registration (Canada or USA)
  • Eligible to travel and work in the USA
