Control the overall Procurement team throughout the procurement activities in order to ensure that all procurement processes are implemented properly, effectively and fully in compliance with procurement procedure

Must have at least 15 years' experience in procurement with international practices in refinery and petroleum.

  • Managing and supervising to ensure proper and effective negotiation in pricing, terms and conditions of sale and warranties of goods and products with key suppliers and vendors.
  • Manage and supervise to ensure the availability of services, materials and equipment that meet the schedule, budget, specification, and quality as per specify in the Contract/PO.
  • Managing and supervising to ensure to ensure that all the procurement and contracting undertaken are handled expeditiously, cost effective, and best value deals in line with company policies procurement and integrity of purchasing and contracting.
  • Providing guidance and instructions to PS members in dealing with any difficulty arisen during the processes.
  • Managing and supervising to ensure all procurement reports and Annual Procurement Plan are generated timely as required.
  • Managing and supervising to ensure amendment of Procurement Procedure is conducted effectively and efficiently.

Head Process & Systems Support

Primary Purpose of the Position

  • Division Head for the Project Services functions covering Business and Management Systems. Provides Engineering Business and Management Systems to the Project Engineering & Procurement Services Directorate.
  • Responsible for the Project Engineering & Procurement Services Directorate Occupational Health, Safety, Environment and Quality Management Systems and Integrated Project Management System functions.
  • Lead the identification, development and implementation of new added value improvement initiatives within Engineering Departments of Project Engineering & Procurement Services Directorate.
  • Responsible for managing the Directorate Health, Safety, Environment and Quality Management Systems, Integrated Project Management System, Portfolio/Project Performance reporting, ICT and SAP support functions.
  • Analyses business problems in the context of business processes, business requirements, business scenarios, interfaces and high level business architecture and identify opportunities for improvement and optimization to enable Project Engineering & Procurement Services Directorate to achieve its strategic objectives.

Principal Accountabilities

  • Manage the functions of Process, Systems and Administration Division to support the Project Engineering & Procurement Services Directorate.
  • Manage and communicate continuous process improvement initiatives, best practices and update relevant Policies, Procedures and Guidelines consistent with corporate requirements.
  • Direct continual improvement initiatives in line with industry best practices and long terms strategic objectives; review and approve processes, policies, procedures and guidelines for implementation across the Directorate.
  • Direct, plan, develop, coordinate and maintain QHSE Management Systems consistent with ISO 9001, ISO 14001 and OHSAS 18001 standards in conjunction with departmental management representatives.
  • Manage planning, execution, reporting and close out of internal/external audits across The Directorate, including contractor audits to ensure compliance with applicable policies, procedures, standards and systems.
  • Manage, implement and improve integrated Project Management System, in collaboration with internal and external stakeholders, to support the effective execution of capital projects by the Directorate.
  • Plan, develop, coordinate and manage performance measurement in the Directorate including the identification and application of Key Performance Indicators (KPI's) through benchmarking exercises in order to provide optimum realization of business processes and services.
  • Manage Portfolio/Project reporting process across the Directorate in concise and timely manner to ensure appropriate information is provided to management and facilitate reporting to external stakeholders on behalf of management.
  • Manage the delivery of business analysis services, to identify and analyze business requirements/opportunities, and the implementation of suitable business systems to enable efficient operations across the Directorate.
  • Manage and ensure the provision, allocation, maintenance and support of appropriate SAP and IT support services to the Directorate project engineering staffs at various levels, including its improvements in liaison with IT department in accordance with established Key Performance Indicators.

Qualification & Experience Required.

  • BSc. in an Engineering Discipline or equivalent preferably with Masters in Business Management/ Administration.
  • Fifteen (15) years multi-disciplinary experience in various strata of project management including 5 years in Oil and Gas Industry in a managerial position with maturity commensurate with Business Applications in Engineering/Project Management environment.
  • Require good knowledge of all aspects of engineering project development, and execution and sound knowledge of Business Administration.
  • Good oral and written English language with reporting, presentation, negotiation and effective leadership/motivation skills.
  • Should have proficiency in computer systems and applications.
  • Should possess good knowledge of current International Business Practices.

Job purpose

Responsible for managing the contracting activities of the clients Upstream projects.

The position will act in accordance with the Group's Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani's government & other legal justification's, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Assists in management of project contracting activities for projects, based on the category managed contracts.
  • Act as interface with the various Legal, Risk Management, Compliance and Controllers subject matter experts for contract related issues.
  • Prepares and administers all project 3rd party contracts.
  • Works with project Delivery Managers and their teams to develop contracting strategies, plans and tactics.
  • Responsible for preparation of submissions and obtaining approvals from Management, Contracts Review Committee and Tender Board Committee.
  • Prepare of prequalification documents, bid documents, bid evaluations, contract negotiations and contractor selection, Contract documents etc.,
  • Gather, review, distribute and manage subcontract ITT's and negotiate the best commercial value with lowest risk for inclusion in the tender submission including interfacing with other departments to develop scopes.
  • Responsible for highlighting any major commercial or contractual risks or issues to the relevant Project Managers and work with them to ensure optimum solution.
  • Assist with project cost analysis to support improvements in estimating and business improvements in project teams.
  • Ensures that compliance needs of contracts are satisfied including insurance certificates, authority levels and contract approvals.
  • Coordinates the post-award contract administration, including change management, lien waivers, insurance issues, claims mitigation and contract close-outs.
  • Assists in preparation of responses/reports to any internal and statutory audit queries/requirements.
  • Ensures that all executed project contract agreements are entered and maintained in the Oracle Database System for Contractor invoice payment and accounting purposes.
  • Reviews contractor nominated subcontractor bid lists for acceptability.
  • Manages all contractual related contractor correspondence.
  • Maintains contract file system in a logical and functional state. Ensure to Work safely and think proactively about personal safety and safety of others at work
  • Actively participate in, contribute to, and promote company occupational health, safety, security and environment culture.
  • Ensure work is carried out in accordance with the Company HSE and Security policies and procedures and meet company HSE goals and targets and participate in HSE programs.
  • Stand-by / on-call duties when required; and any other related tasks.
